With the deepening of the civil servant performance appraisal research, institution as an important part of our country’s public sector, and its responsibility to improve staff performance appraisal work. Because of the special position and function of institution in the personnel performance evaluation practice in China has relative lag system innovation in the public sector as a whole process. With reference to the management of civil servant law institution (hereinafter referred to as "public institution" ginseng), as a special institution has been exploring and male staff performance appraisal work. Paper in the full understanding about public service personnel performance evaluation research status at home and abroad on the basis of the combination of human resource management theory, incentive theory and other related theory, with banking regulation bureau of qinghai province as an example, delves into the participate public institution staff performance evaluation practice in our country, in this paper and public institution staff performance evaluation on the basis of the existing problems and reasons, in order to perfect our country and public institution staff performance appraisal system for reference, seek to promote public participation personnel performance evaluation system innovation breakthrough. Specific view, thesis based on the following several aspects to discuss:The first part describes the research background of the reform of institution classification, this paper expounds the participation and business unit personnel performance appraisal research significance; Also defines and public institutions, performance appraisal, such as the core concepts, and houses of public institutions with administrative organs and general business unit personnel made comparison and distinguish, finally introduced the thesis research ideas and research methods. The second part introduces the domestic and foreign research situation about public sector staff performance appraisal, on the basis of this made clear and the particularity of public institution evaluation and significance, and summarizes the important theoretical basis for business unit personnel performance appraisal, provide important theoretical support for research. The third part system combed the institution change and current situation of the personnel system reform in China, sums up the development of institutions and personnel system, lists the relevant documents and meeting, for the qinghai branch of the concrete analysis. The fourth part from the institutions, the guiding ideology, basic principle of concrete interpretation of qinghai province branch of the current basic situation of performance appraisal program, and from the evaluation aspects such as concept, evaluation system, evaluation index points out the problems existing in the personnel performance appraisal. Fifth part aimed at the problems existing in the personnel performance evaluation in the fourth part has carried on the analysis of the causes, mainly includes the organization human resources management level is low, the performance evaluation index system is not sound, single performance appraisal method, the performance appraisal by the evaluators subjective factors, lack of performance appraisal management committee and their corresponding financial power and so on five aspects. Sixth part tries to join and the improvement of the performance evaluation of business unit personnel to propose the reasonable Suggestions, mainly from the transformation idea, establishing scientific evaluation system and so on eight aspects has carried on the detailed in this paper. Finally to participate public institution staff performance evaluation further summarizes the research status and development of the, pointed out in this paper, we study some shortage, in order to study in the future to further explore in practice.
