In the context of public institutional reform,the motivational system has been improved constantly,many institutions have been able to establish their own motivational systems based on operating duties and employee characteristics,it changed the way in which institutions applied in a standard motivational system in the past.However,some institutions are still limited by traditional thinking and organization structure,some problems such as motivational concept imperfect,methods outdated and effect not ideal,it has bad influence on the motivation of employees,affects the efficiency of the service and the people’s satisfaction with the public institution.Based on the importance of motivation in public institutions and the problems occurred in the motivational system,this article did the research about the relationship in the view of competence and motivational system configuration,by using a specific case,built a motivational system based upon competence,by using the research conclusion,it could optimize the motivational system setting,improve the motivational effect,promote the work efficiency.the article used questionnaires,case analysis,and system analysis as research methods,in terms of discovering problems,analyzing problems and solving problems,targeted the status of employee motivational mechanism of the human resource and social security bureau of L city development zone,analyzed the problem and cause,proposed political suggestions for improving the motivational mechanism in order to enhance the motivational system in the human resource and social security bureau of L city development zone and other public institutions the same kind.The research indicated that by the influence of public institutional regulations and traditional thinking,problems like motivations remain on the surface,unfair,lack of systematic methods exist in the human resource and social security bureau of L city development zone,these resulted in employee dissatisfaction,lack of motivation and lower efficiency.Based on these problems,the human resource and social security bureau of L city development zone should build competency model,and based on the model,perfect the selection and transfer motivational mechanism,develop the personalized employee training motivational program,build an effective performance evaluation mechanism,establish incentives for performance-based salary system and performance-related promotion mechanism,etc.
