Public institutions play an important role in Chinese politics and onomics.However the work efficiency is low in the public institutions, staffs are not work passionately and have little creativeness .One of the causes is they are impacted by the planned economy and traditional thinking. Therefore, to establish a set of effective staff management system in public institutions, implement effective staff management ways seems to be more valuable. Recent years, macroscopic policies on public institution reform were carried out constantly, but there were little measures about staff management inside public institutions. This paper drawing lessons from the successful use of incentive theories in enterprises, associate with the feature of the public institutions, proceed from the staff, design staff management model and do some research into staff management ways.This paper is divided into six chapters. Chapter one, the part of the introduction draws the question, expounds content and method that this paper studies. The second, look back on several classical motivating theories, is the theoretical auxiliary. The third, introduce the actuality about staff management in detail, conclude the successes and the problems . The forth, design the model of public institution staff management. The fifth, do some research on the ways about public institution staff management . The last chapter, give the example of Social Insurance Fund Management Center of Xiangcheng district, a public institution in Suzhou. It has general reference for public institution staff management.
