Research On Province Administrating County Reform

The Province Administrating County Reform initiates in respon se to a series ofcontradictions between the economic and social development and administrative systemsince the reform and opening-up. This process is compatible with decentralization and thetransformation of government function in administrative managem ent system. As animportant part of the administrative reform, Province Administrating County reform is acontinuation of City Administrating County Reform, which helps to establish a flatadministrative system free from tradition. This reform also makes important significancein transforming the pattern of governmental function to service-oriented.Since2002, several provinces, such as Zhejiang Province, Hainan Province, ShandongProvince, and Guangdong Province, have partly delegated managerial power of economyand society from city to county and obtained efficiency. However, the reform also bringsmany problems, such as stubborn resistance of stakeholders caused by interest distribution,social instability caused by personnel system reform, regional instability caused byadministrative division and ambiguity of power and duty caused by adjustment of managingscope.Though the research on three typical modes of the reform, we can easily find that thereform faces some problems in common. Interest differences lead to conflicts between citiesand counties, resulting in ambiguity of local departments which is directly under control ofcentral government on enlargement of power and its positioning. This is an essential factorinfluencing effective propulsion of the reform.Due to the differences between the south and north in economic development, geographical and environmental factors, population, infrastructure and other aspects, thereform of Jiangsu Province must follow the goal to balance urban and rural development andthe main thread of urbanization, actively and steadily, from one point to entire area. Alsocareful implementation should be improved to support the system, so that the ProvinceAdministrating County Reform can be achieved in both finance and administration field.
