Study On Management Of Preventing And Managing Mechanism Against The Possibility Of Corruption In Gulang County

Nowadays, anti-corruption work has been a top consideration of the Party and the country. After years of explorations and researches, the national anti-corruption strategy now puts emphasis on combining punishment with prevention as well as on establishing and improving the anti-corrpution mechnism. As an effective anti-corrpution mechnism, the prevention and control of corruption has now been put into practice. At the call of the Party Central Committee and with the overall arrangement of CPC Central Commission for Discipline Inspection and of the National Bureau of Corruption Prevention of China, all walks of life in the country implemented the anti-corruption experimental work and have accumulated rich experience. As for Gulang County, Gansu Province, after two years of strengthening work of corruption punishment and prevention, it has made certain achievements. However, Gulang County is also facing some serious problems:the lack of guidance and the restraint of the overall mechanism, the inexhaustive investigations into the source of corrpution, the weakness of the joint efforts as well as the indifference of the people, the lack of standardization and systematicness. Starting from the back ground of the management of the basic-level government, by analyzing some theoretical and foundamental problems of the management of corrpution prevention and control, and by descriping and assessing the work of Gulang County, the paper defines the purpose of implementing anti-corruption mechanism in Gulang County. Moreover, by learning from some relevent theories and the experience of some advanced regions, the paper finally comes up with the operational and safeguard mechanisms to improve the anti-corruption management and to realize a comprehensive, systematic and scientific management of the construction of the Party conduct and of a clean and honest administration.
