It bases on the actual city management, and strengthens the responsibilities of government in the social management. It became demand and application oriented, broke the inherent mode of thinking, function, control and operation in the functional departments. It makes the communication among institutions, departments and the mass more smoothly, to achieve the information resources dynamically sharing and synergetic dispatch among departments. It built a refined, grid, informationalized, the humanized management mode. We see Changle city as the first batch of experimental unit in whole province.
