These local governments imply their Evaluation Institutes to lower the evaluated price by purpose, which has deeply damaged relocated families`very interests. Even some disobey fair administrative principle and threaten these Institutes to evaluate as their own wish, which distorted price in demolition market. Those actions caused mass petitions. Group petition in particular is in rapid growth. Such things deeply fail people`s trust to government.As a unique legal supervision system, Petition System plays an important role of deliveringpublic complaints and settling dispute. Currently demolition dispute are usually settled by Petition under a big environment of immature legal system. But Petition itself has some shortages and limitation, which lead to new conflict between government and people. Local government usually radically threaten petitioners for so-called “Social Stability”, which has seriously infringedpeople`s basic rights. Therefore, the thesis of this essay is to discuss how we develop and complete its role in petition in urbanization and land demolition. At first the essay analyzes the shortages in petition service in local government and demands of relocated families to seek the problem in demolition. Then it expresses the author`s advices and solution to these problem.
