The Research Of Violence In Comprehensive Urban Management Enforcement

Since1997the first law enforcement monitoring team was established at XuanwuDistrict, China’s comprehensive urban management enforcement, through the pilot start andspecification stages, has entered into the promotion stage in2002. The release of “Decision ofthe State Council on Further Promoting the Relatively Concentrated AdministrativePunishment Work”, making the comprehensive urban management enforcement eventuallyentered into the general promotion stage. According to statistics, until2011, there are31provinces, autonomous regions and municipalities, more than1120cities have implementedthe relatively concentrated administrative punishment system.Comprehensive urban management enforcement has played an important role since itsestablishment, in the maintenance of the urban environment, standardizing the market orderand safeguarding social stability, and has improved the long-standing trouble of overlappingfunctions, law enforcement nuisance, bulls enforcement to some extent.However, theestablishment of comprehensive law enforcement based on China’s transition, when economicand social problem complicated, it had to carry the contradictory conflict between themaintenance of urban environment and the subsistence right protecting of vulnerable groups,comprehensive urban management enforcement still faces many problems. In recent years,the occurrence of violence incidents in urban management enforcement has intensified interms of quantity and extent. The trend runs counter to the occurrence of this phenomenonbuilding a harmonious society, severely damaged the government’s image, undermining thestability and unity of society, disrupting market order, have had a negative impact to thegovernment’s urban management and people’s live, the solve of the problem—violenceof urban management enforcement is important and imminent.This article is based on the establishing background and purpose of comprehensive urbanmanagement enforcement, consideing the status of comprehensive urban managementenforcement and the negative consequences, analyses the causes of violence generated incomprehensive law enforcement by multi-angles, such as the management and supervision,concept of law enforcement, enforcement approaches, law enforcement cooperation, thequality of law enforcement personnel and so on. Hoping it will be helpful to solving theproblem of violence in law enforcement, finding better urban management practices, reducing the incidence of violent incidents.This article is divided into five parts: the first part is mainly about the statusof comprehensive urban management enforcement and the attendanting negativeconsequences.The second part describes the impact of law enforcement concept on violence in lawenforcement.The third part analyzes the problem from the view of the interests and knowledge of theLaw enforcement counterparts.The fourth part analyzes the problem from enforcing law, primarily from the terms ofreference, enforcement procedure,enforcement approaches.The fifth part is about the inadequate law enforcement supervision mechanism foravoiding the violence.
