Civil servants as caretakers of the social orderand public service providers, there should be a higher demand on character quality.Civil servants shall be faithful to the constitution and the country, comply with thestate of all legal norms and discipline requirements, should be diligent, for the peopleto perform the duties of the state to fulfill his duties fully, shall be a person ofintegrity, not self-serving, should keep regular facial features. without, clean life style.This article consists of four parts, the main content as follows: the first partexpounds the basic concept of the civil service system, starting from its originresearch, to the background of our country’s civil service system, and the evolution ofChina’s civil service system, and the positive evaluation of our civil servant systemand the existing problems; The second part introduces the present quality control problems of the civil service system in our country, and from the point of view ofmore in-depth analysis of the causes of the character is out of control. The third partmainly introduce the experience of other developed countries under the rule of lawrelated content, as well as the enlightenment to our country, studies the civil servicesystem of character control outside of the relevant experience for our country’s systemconstruction to provide some useful reference and reference, study the existingpositive experience enables us to build.
