A Study On Urban Religious Community Governance

China is a multinational state, which consists of56nations. National andreligious problems have had a close relationship in the history of China. Among56nations, Hui, Uygur, Kazak nationalities as well as another more than ten nationalitiesalso believe Islam. And all the people of these nationalities do believe Islam. Nomatter where they live, in villages or cities, these followers do like to live around ofthe mosques, which are their customs and traditions. The customs living around theareas of mosques are due to two reasons for long term living process: one is that theresidents have blood or geographic relationships, such relatives, hometown fellows, orstrangers who are Islamic. The other is the same belief, which makes them becomeacquaintances and maintain an acquaintance social relation among residents. In cities,Islamic community based on the religion highlights this resident relation, namely,acquaintance social relation.Since the reform and opening up, companies’ residential units are graduallyreplaced by the community, basic social living unit. As a basic unit of social affairsand residential living, the community plays a role of residential governance, servicesand educations more and more, which are also a basic link and a bridgehead ofmaintenance of social stability and national development. How to manage a religiouscommunity, how to organize managers and religious people to form a good phase thatresidents, religious people and managers corporate and participate in communitygovernance, is a new facing problem in the process of modernization and urbanization.Under social transition and in the process modernization and urbanization, this is alsoa first thinking problem in China.Nowadays, modernization and urbanization are pushed very quickly in northwestof China. And the history has taught us that the whole state will be stable if northwestis stable. Northwest is a region where concentrates minority residents. Its stability andunity have a significant impact on the stability and prosperity of the state. Because urban religious community involves in urban community and religion, the authorthinks it is necessary to do the research. So I select urban Islamic communities ascases study together with the method of the investigation, questionnaire andinterviews with community managers, religious people and residents on religiousbelief and community governance. Based on the statistics and analysis of religiousbelief influence on the community governance, the author has found out that religiousbelief does not throw effect on community governance directly and obviously in cities.However, the degree of religious people, Imam as a representative, would like toparticipate in community governance decides the final consequence of the governance.In addition, the author of this thesis attempts to establish an interactive mechanism ofthe community governance, namely, Islamic residents, religious people andcommunity managers, three-dimensional integrated mechanism. Focusing onproblems and shortcomings existing in community governance in cities in northwestof China, for example, the managers do not communicate with Imam in daily work,community committee keens on the work assigned by top levels and become “legs” oftop levels and street office, low quality of the staff in community, poor servicesproviding to the residents and rude attitudes, I strongly suggest that:(1) in routinecommunity managers ought to communicate with religious people regularly;(2) toplevels and street office light a burden to community committee;(3) staff incommunity should improve their own quality, and change their work style.
