On The Official Moral Construction In The Context Of Governance

Governance idea arose in the West which emphasizes on governance subject pluralismand cooperation. In the contemporary China, governance concept has Chinese characteristicwhich emphasizes the leadership of the CPC and the government. The Third Plenary Sessionof the eighteenth proposed to promote the national governance systemand management modernization. It is one of the goals of comprehensive the reform. It putsforward higher request to the leading cadre’s ruling ability and moral quality. Official moralquality of the leading cadres has important influence on the target of achieving nationalgovernance, so the official moral construction has become an important link in perfecting thegovernance of the state. In the view of governance，exploring the problems of official moralconstruction and solutions has positive theoretical and practical significance.The introduction part analyzes the present situation of the domestic and foreign researchand the significance of the topic. It also analyzes the research mentality, the research methods,the innovations and the shortcomings. The background and significance of the topic mainlyintroduces the internal connection of governance and official moral construction, the contentconstruction, the cultivation mechanism and the importance of the official moral. Thedomestic and foreign research situation introduces the relevant research of governance andofficial moral construction. It also puts forward the research direction of the official virtueconstruction from the perspective of governance. The basic idea of research includes startingfrom the problem, analyzing the causes and putting forward corresponding countermeasures.At the same time, the research method is comprehensive which includes literature method andcomparative method etc. The possible innovations include two aspects. One is the definitionof the relationship between the management and service from the view of governance. In the western context, public governance is the process of managing publicaffairs and public interests. Its characteristic is multi administration subjects, cooperation andconsultation. In China, the concept of national governance has Chinese elements. It not onlytakes into the concept of pluralistic, but also emphasizes the leading role of the CPC and thegovernment. In this sense, Official virtue construction is the key to realize the modernizationof national governance. In other words，the official moral construction is the premise ofsafeguarding the public interest and the inevitable requirement of the rule of virtue. It alsoprovides moral support for the implementation of social governance.The second part analyzes the causes of the current official morality anomie. Theprofound social transformation of modernization is related to the anomie of official moralityin China. It mainly includes four aspects: Firstly, the theory of the officialmoral education needs development. We should understand the importance of officialmorality education, the importance of cultivating reasonable official moral value principle andthe basic law of moral education. Secondly, the market economy causes the utilitarian. As themaster of public resources, leading cadres are more vulnerable to the utilitarian impact ofmarket economy which causes the anomie of official morality. The main reason is that peoplepursuit profit and the system of socialist market economy is not perfect.Thirdly, supervision mechanism is not perfect. Supervision over leading cadres has someproblems, such as supervision of formalism and the poor supervision effectiveness. It mainlyincludes two aspects: the supervision system and judicial supervision. The mandatory ofthe supervision needs to be strengthened.The third part discusses the concept of governance in official virtue construction. Theconstruction of official morality must be based on the specific conditions of the society.Among them, the establishment of service-oriented government needs to cultivate the moralof servicing for people. Because the national governance is the serving governance modelbased on the spirit of service. Servicing for people is the need of power regulationand internal demand of public service. Cultivating honest virtue plays important role for the market. Because honesty is the foundation of the good market order which plays a decisiverole in resource allocation. We must cultivate the virtue of honesty. Encourage citizenparticipation needs to cultivate the virtue of honesty, because the objection ofsocial governance is to design a system to stimulate social vitality.Friendly and inclusive virtue is the inevitable requirement of the realization ofsocial governance objectives.The fourth part puts forward the official morality cultivation mechanism underthe concept of governance. Good official morality is the unity of autonomy and heteronomy.It can be cultivated by the intrinsic practice, external supervision, comprehensive arrangementand system implementation. Specifically, it manifests as multi supervision,comprehensive moral self-discipline, moral education and the system construction. In order torealize the diversification of supervision subject, we should not only exert the role of differentsupervision subject, but also establish and improve the corresponding supervision system.Self-examination and self-discipline are the inner basis of official virtue construction.However, they should be based on the excellent traditional culture of Chinese. At the sametime, we must rely on the heuristic education in the official moral construction. It means topay attention to scientific time, content and method in official morality education.
