The Realization Path Of Network Anti-corruption And Standardization

Profound changes has been brought to the society for the rapid development of Internet,it not only affects people’s work and way of life, but also, at the same time it impacts thetraditional pattern of anti-corruption. Network anti-corruption, is the product of thedevelopment of information technology in the new period, but also the inevitable result of thegeneral people’s citizen consciousness awakening. Compared with the traditional model ofanti-corruption, network anti-corruption has quite obvious advantage. Networkanti-corruption is not only an important channel for a ruling party in the new period tostrengthen the construction of the anti-corruption, also is an important mean for the masses toparticipate in the new media age. In this paper, under the instruction of dialectical materialismand historical materialism, methods such as combining the theoretical research and practicalresearch, the combination of analysis and synthesis methods, combining qualitative analysiswith quantitative analysis method, comparative analysis, literature analysis and case study,are mainly adopted, then the network anti-corruption events were observed, the networkanti-corruption role in anti-corruption and the problems were analyzed, and the transverse andlongitudinal comparison, further the particularity and development law of the networkanti-corruption are summarized, and suggestions on selection of the path to realize thestandardization of the network anti-corruption are put forward.In introduction, the significance of selected topic is described, and review and summaryof existing research results are made, then it introduces the research method, innovationpoints and deficiencies within this paper.In the first chapter, in view of the network anti-corruption related issues, some basicconcepts, such as what is corruption and anti-corruption, network anti-corruption, areexplained, it puts forward that the network anti-corruption in essence belongs to folkanti-corruption, it is an approach for citizens to exercise their rights, to provide clues to theanti-corruption, and to participate in the anti-corruption campaign through network. In thispaper it enumerates several ways for the masses to participate in the anti-corruption:whistle-blowing on official website, net exposure, network integrity education, this paperanalyses the particularity of network anti-corruption which is different from the traditionalmodel of anti-corruption: high efficiency and low cost, good freedom of speech and theoccult, open and interactive, wide range and higher effectiveness. Thanks to networkanti-corruption, due to its own advantages, it makes up for the limitations of the traditional means of anti-corruption and becomes a powerful supplement of traditional system ofanti-corruption.In the second chapter, the background of the rise of network anti-corruption, the presentsituation, problems and causes are analyzed. The rapid development of Internet technologyprovides basic technical platform for the network anti-corruption, the prohibition ofcorruption, the supervision of civil consciousness awakening and traditional reportingchannels impeded directly lead to the explosive growth of network anti-corruption. Networkanti-corruption from its appearance, is "walking on two legs", one side is the official websiteof anti-corruption tepid, on the other side is that private sites reported bo person eyeball, andtrigger a focus of public opinion, network anti-corruption keeps developing in cold and fever.In2009,"network anti-corruption" is officially included into the " party building dictionary ",which marks recognition of the role of network in the anti-corruption and active explorationof network anti-corruption by the ruling party. Practice has proved that the networkanti-corruption has achieved certain success, however, with the deepening of networkanti-corruption, the flaws of the network anti-corruption and the development dilemmasgradually appear, the understanding of the "double-edged sword" network anti-corruption isconstantly improved, the attitude of network anti-corruption is turning more rational.In the third chapter, in view of the current situation and difficulties faced by the networkanti-corruption, suggestions on how to realize the standardization of network anti-corruptionare put forward. Firstly, we must strengthen the network anti-corruption infrastructure,especially clear positioning of the function and role of network anti-corruption inanti-corruption campaign, in order to better grasp the development direction of networkanti-corruption. Secondly, we should accelerate the network construction of anti-corruptionsystem, speed up the legislative process, improve the relevant system specifications, andbuild a complete network system of relevant laws and regulations. Thirdly, we shouldactively build a network anti-corruption system, strengthening the construction of networkanti-corruption team, platform construction and mechanism construction, public opinionguide through the network, network public opinion monitoring and early warning and rapidresponse report verification, network to accept the investigation feedback, power, open andtransparent operation and the establishment of network anti-corruption coordinationmechanism of five virtual network anti-corruption anti-corruption work effective dockingwith the reality. Fourth, we need to improve the Internet moral quality and strengthen thenetwork quality education, in order to build good network anti-corruption social environment.In conclusion, the future development prospects of the network anti-corruption are discussed.
