As a particular stage of development, the rural urbanization has also broughtmany new challenges to the present social management and public security legal work, whichrequires us to advance with the times, explore actively, adapt positively, improve ourselves’work initiative and work direction under the current new situation.In order to coincide with the Government’s overall urban planning, a lot of removalspromote the formation of large communities. New large communities also require thestrengthening work of the security administration organs. In addition to public security, trafficcontrol, fire-fighting, as well as the local police stations of airports, shopping malls, largeagricultural markets, as well as the Special Police Corps metro, bus, railway station, busstation, how to strengthen cooperation between mechanisms based on the effectively use ofexisting powers and the supplement for inadequate law enforcement powers has becomeimminent law enforcement issues.In the process of urbanization and village industrialization, the elements such as laborneeds and labor costs also will affect the change of population structure. In the originalcountryside, the general labor who relies on low cost, low needs will exists survival crisis orloss, however many leading enterprises’ employees, managers and technicians will becomethe main part of these mobile personnel, thus the enterprises need to constantly strengthensupporting facilities and change corresponding management way.The management and decision-making is the key of administrative management. As thePublic Security organ, the legalization of procedures for public security magement and decision-making is not only the need of management, but also the main content of administration according to law. With the social development, the Public Security organ has paid more and more attention to the importance of the decisions in management, and paid more and more attention to the scientific and legalization of procedures in the process of decision-making. Strengthening the legalization of public security’s decision-making totally will be an important and urgent task for Police departmants at all levels.Pertection of the management system for pubilic security organs is of great significance to ensure public security rank construction and management, and ensure public security organscarrying out its functions and tasks smoothly. With the rapid development of the socialist cause with Chinese characteristics, the social situation which the public security organs face hasundergone great changes. How to further improve the decision-making management systemsof public security organ, and improve the overall combat effectiveness of public security organs continuously has a profound impact on the long-term development of China’s public security. This article is making research and study based on these.This article consists of three parts in addition to introduction.The first part is talking about the related theoretical content of public security management systems. In this part, I start with the meaning of decision, make scientific and specific definitionfor the concepts of public security management systems, and analysis the connotation of publ ic security management systems. Secondly, I spread the main contents of public security management systems, set the basic framework for the writing of this article, then I review the history of Chinese public security management systems. Finally, expounding the importance andnecessity of the improvement of the internal management sysetems for public security organs,The second part is talking about the achievements we have obtained in the development for Chinese public security management systems, and making detailed analysis for existing problems and reasons. I summarize the achievements we have obtained in the development for Chinese public security management systems from academic research, regulatory system and personal management, and other aspects. And, based on this, I make deep analysis on the specific reasons which caused problems. In my mind, the reasons of problemes occurred in the development for Chinese public security management systems can be summarized as four aspects: thebackward of study for related theory of public security management systems; no in-depth understanding oof the specialty of the pubilic security organs; lack of strategic long term planning; ignorance is not enough.he third part has made summary on the factors and experiences of foreign Police decision-making management, made some suggestions for the improvement of China’s public security decision-making management systems, and talked about the basic ideaof China’s public security decision-making management systems. In this part, I talked about the perfection of theory bsis for China’s public security decision-making management laws, made the crime prevention theory, scientific management, new public management theory as the supports for improvement of China’s public security decision-making management systems;stressed that we must follow related principles in the perfection process of the management systems; and I also made analysis about the difficulties we would met in this process. Based onthe discussions above, combined with the first two parts, I analysised the specific problems inpublic security decision-making management systems, proposed specific measures for perfection of China’s public security decision-making management systems.The research in this article is systematic, and has made deep analysis of problemsoccurred in the public security decision-making systems; combining present situation ofChina’s public security work, proposed specific measures for outstanding problems in thepublic security decision-making systems, hoping for providing some useful references for thedevelopment of China’s public security decision-making systems.
