Research On Analysis Of Execution Situation Of Clear-Administration System Of Organizations Subordinate To Liaoning Province

"Incorrupt Government System" refers to the political institutions with incorrupt government functions and incorrupt government statute systems, be the composition of national political system, and be the composition of human political civilization. As the provincial head institution, the organizations directly subordinate to province undertake provincial government’s functions of macro-guidance and administration in many aspects of political development, economic development, social development, etc; it is be of significant status in the provincial political and social life. The execution effects of incorrupt government system of organizations directly subordinate to province be of great significance for effective implementation the route, guideline and policies of the Party and the Nation, smooth realization the target of speed up Liaoning’s overall revitalization, ensuring clear and honest of party members and officials. Based on public policy execution theory, combining with practical situation of Liaoning Province government organizations, the author made deep analysis on current overall situation, the existent problems and reasons of Liaoning Province government organizations’incorrupt government system execution in this article, the analysis of counter measure of strengthening the execution effects of Liaoning Province government organizations’ incorrupt government system is focused on. It provides valuable reference for continuous improving the execution of Liaoning Province government organizations incorrupt government system. This paper is composed of three parts. In Part I, on the basis of the existing literature, the related concept of incorrupt government system and international and domestic public policies execution status are introduced, the theoretical foundation of incorrupt government system is discussed. In Part II, the overall situation of Liaoning Province government organizations incorrupt government system execution is introduced, the main existent problems and reasons during the course of incorrupt government system execution are analyzed. Solutions are provided on strengthening the execution effects of Liaoning Province government organizations’incorrupt government system respectively from five aspects, i.e., promoting incorrupt government system construction, reinforcing incorrupt government culture, increasing internal supervision and inspection, boosting democracy construction and integrating exterior supervision resources in Part Ⅲ.
