With the extending of the concept of "Crowd Sourcing", it was quickly applied to enterprise innovation, at the same time, the derivative concept like "customer innovation", mass production" concept has been pushing the development of marketing. Meanwhile, the continuous development of Internet information technology has prompted the relationship between government, citizens and social organizations. In the public sphere, conversion to customer, the role of citizen has changed from passive recipients of public products and service to active creator. Citizens can take together to create competitive bidding, to participate in the social service facilities, public welfare activity design and the government decision-making activities. In the Internet environment, the citizen an not only understand more extensive and complete information, their knowledge and skills has reached a hither to unknown level. The rise of citizen Sourcing organization pattern is the creation of the citizens to participate in public products and service.In American, under the promotion of Obama open government directive, public participation has become a new operation mechanism of American government. The experiment selects a certain number of students for the test object, imitate citizen sourcing activity design a virtual community, community members, autonomic and voluntary participation, design the questionnaire, survey participants participating motivation, finally analyzes the data by the use of SPSS and other related software, the validity and reliability of the model and hypothesis Lesting. Research shows that the motivation of participation behavior variables are significant positive effects of citizens of numerous bag, wherein the interest motivation and learning motivation is the most significant motivation variables, followed by the values of motivation and pro-social motivation, this also figure out the characteristics of citizen sourcing sociality. Self efficacy, perceived positively regulates the interest motivation, learning motivation and reputation motivation on participation behavior role of citizen sourcing. The expected positive regulation of reputation motivation influences on citizen sourcing activity.Through the above research, we draw the following management advice:(1) For the government and non-profit organizations, by running the model using the citizen sourcing. realize the organic combination of the government and public wisdom, so as to realize the social satisfaction, make up the social organization of internal resource.(2) The citizen sourcing community design activities to highlight the social and public welfare and altruistic characteristics.(3) The importance of moderating effect of self-efficacy perceptions and expectations.
