Studies On The Construction Mode And Optimization Path Of Smart Yang Ling

With the rapid development of the world economy,the rapid expansion of global urban population brings new challenges to urban governance.The concept of "digital China,ping an China and smart society",as proposed in the nineteenth report,is closely related to the construction of smart cities.Smart city innovatively use of a new generation of information technology integrated urban operation of each system,to achieve real-time perception,connectivity,cleverly response to the urban functions,meet the public demand,realize high,green and sustainable development of city,become the new idea of urban governance.This paper selects Yang ling as the research object,which is a representative agricultural science and technology city in Shaanxi and the only agricultural high-tech industry demonstration area in China.Yang ling is an agricultural city,revitalizes agriculture with technology.Agricultural industrialization and scientific and technological level are among the best in the country,its urban development has typicality.In addition,Yang ling's smart city construction pilot started early and has sufficient policy guarantee.Therefore,it has typical significance to analyze the construction mode of smart Yang ling to study the construction of China's small and medium-sized smart cities and to seek scientific development paths.Building smart city is a difficult system project.the construction involving government,enterprises,social organizations and citizens multiple relations,Refined governance means and efficient solutions are needed.Relying on the grid governance model of digital platform,it can help to realize the new pattern of "everyone is responsible for everything,everyone is responsible",and solve the problem of urban governance more pertinently and efficiently.This article studied the related theories and literature research,clarified the development course,based on the analysis of PEST environment in Yang ling smart city.This paper analyzed the construction mode of Smart Yang ling from the perspective of construction content,construction subject and source of funds.In view of the present construction of Yang ling the government-led model,the smart of the construction achievements and the existing insufficient understanding,single source of funds,low public participation,talent drive insufficiency,weak rural intellectual facilities.Based on the successful experiences of domestic and foreign characteristic smart cases,the paper put forward the construction mode of grid smart Yang ling which build "the government is the leading,the individuation development of agriculture as the characteristic,the improvement of people's livelihood as the starting point,and the smart industry as the development support".By means of grid,intelligence and technology,we can find and solve the problem of Yang ling's governance,and gradually form a new model of smart city construction with Yang ling's characteristics.
