Research On Government Behavior Of Development In The Historical And Cultural Resources For Quzhou

During the course of developing cultural industry especially tourism industry in various parts of our nation, the local government has. attached great importance to the development and utilization of native historical and cultural resources. But at the same time, the local government is lack of deep research of native historical cultural resources. Therefore, it is urgent and necessary to study the government behavior in the developing historical and cultural resources.This paper takes the government behavior as the object of the study in the developing Quzhou’s historical and cultural resources. From the perspective of industrial integration of Quzhou’s traditional culture and ecological resources, breaking one single view to study historical and cultural resources, this paper considers the Quzhou’s historical and cultural resources as a whole to orient the role of government reasonably, which promotes the effectiveness of investment. Through summarizing the major styles of Quzhou’s historical and cultural resources, the major projects of developing cultural resources of "four countries two districts" and the current government behavior, this paper concludes the problem of government behavior and analyzes the reasons. Finally, it puts forward related suggestions and measures, which will be the reference for the local government and relevant departments.Through carding the historical and cultural resources and government behavior in Quzhou, this paper finds that although the historical and cultural resources in Quzhou is rich in total, it has not been well developed. It is mainly embodied in the following four aspects. Firstly, it is lack of the recognition of the historical and cultural resources and long-term plan. Secondly, the imperfection of the coordination mechanism limits its functions’ performance. Thirdly, the evaluation and supervision mechanism is not perfect and the performance analysis is as well. Fourthly, the fund is insufficient, which need the third-party cooperation urgently Thus through analyzing the existing problems of government behavior, this paper concludes the following four reasons. Firstly, it is that lack of recognition of historical and cultural resources. Secondly the department’s cooperation among the county (city, district) is insufficient. Thirdly the orientation of the role of government is not clear. Fourthly the type of capital supply is single. Then, through analyzing, this paper concludes the following points as the reason of the government behavior problems:one is that lack of the knowledge of local historical and cultural resources; the second is that the cooperation in county (city, district) between departments is insufficient; the third is that the role of government position is not clear; the fourth is that the capital supplier type is single. Finally, to solve the existing problems in the government behavior, this paper puts forward some countermeasures and suggestions. Firstly, we need to strengthen the consciousness of the government’ social responsibility and deepen the understanding of the historical and cultural resources. Secondly we need to strengthen inter-governmental cooperation to improve the functions of the government. Thirdly, we need to introduce multi-subject participation to construct the multiple mode of cooperation. Fourthly, we need to accelerate the system construction, and standardize its behavior system. Fifthly we need to build a development platform to construct the high efficient operational organization. The core above is as follows. Firstly, through launching research and expert consultation, this paper takes Nan Kong culture as the line, studying historical and cultural resources by playing the talent advantage to end the project. Secondly, this paper takes the Nan Kong culture as the core to promote the construction of big project. Thirdly, taking Nan Kong culture as the lead, this paper digs the local culture connotation to promote the integration of rural culture tourism, which improves the integrative development between culture industry and other industries.
