Historical cultural city is the concentrated reflection of the splendid history and culture of China, and where the interest of the public lies in. Taken as a whole, the historical cultural city embraces the characteristics of public product and brings the positive externality. The protection and development of the historical cultural city is the significant public administration responsibilities of the government, which could achieve interests and increase welfare for the public. Aiming at Suzhou national historical and cultural city as the research objective and starting from the public administration theories and public product theories, this paper has taken an overall elaboration on the public administration practice of Suzhou in protecting and developing the national historical and cultural city during the past over thirty years since the reform and opening up, deeply analysed the existing problems and causes, and raised purposeful solutions and suggestions on the improvement of public administration and optimization of public products. The author tries to find a new path from the current research, which mainly focuses on the technical protection of historical cultural city and primarily studies the public administration responsibilities and means of administration of the government to seek the measures to further improve the protection of historical cultural city from both systems and mechanisms. The author believes that the countermeasures and suggestions raised in this paper will facilitate the solution of the problems of Suzhou in protecting and developing Suzhou national historical and cultural city, facilitate the enhancement of government functions and the play of government.roles.
