Research On Government Behavior In The Conservation Of The Famous Historical And Cultural City Quanzhou

Since Quanzhou city was approved by the State Council as the first batches of the Historical and Cultural cities in China in 1982,the government of Quanzhou not only has been committed to conserve its ancient streets,former residence of celebrities,historical and cultural relics and so on,but also has achieved some successful experience.As the only selected city in China,Quanzhou was jointly elected as the first "Culture City of East Asia" with Yokohama Japan and Gwangju Korea in 2013.In order to conservation the context of the Historical and Cultural City Quanzhou better and better,and make Quanzhou to be worthy of the title of "Culture City of East Asia",the author analysed the status of the Historical and Cultural City Quanzhou and the series of policies,laws and regulations and behavioral measures which the government of Quanzhou had adopted in the past 30 years.On the basis of that,the author think that there are some problems in three aspects of programming,implementation protection and improvement in previous conservation.There are four reasons caused,which are weakness of administrative managers' conservation consciousness,backwardness of executives' conservation concept,not the establishment of appropriate mechanisms for public participation and a time lag of professional team construction.Finally,according to the problems existing in the conservation of the Historical and Cultural City Quanzhou,the author puts forward a series of corresponding improvement measures on the basis of the successful experience of Wuzhen,Yangzhou,Xitang and Rome Italy and Kyoto Japan.To establish and improve the policy planning in th programming aspect.To make it more scientific and more applicable by ensuring its content more comprehensive and more reasonable,position more objective and more accurate,design to keep pace with the time and implementation more sustainable and more executable.There are four improvement measures in the implementation protection aspect.The first is to adhere to improve the talent development mechanism to make its structure more reasonable and its types more diverse.The second is to optimize the conservation and management mode to make it more comprehensive and more systematic.The third is to perfect the marking and guidance system to make it more reasonable and more standardized.The fourth is to improve the public facilities to make it more facilitate and more beneficial.In the improvement aspect,we should seek both temporary and permanent solutions and achieve both quality and quantity goal.Try to take this opportunity to provide good experience and reference for all of the Historical and Cultural Cities so that the rich and valuable cultural heritages in china could be better preserved and developed.
