Recent social development has witnessed the foundation of various social organizations. However, there exist some uncertain factors in the early stage, which have brought about the Dual Licensing Registration System established by the government. The System is designed to facilitate the government to manage, control and supervise the social organizations, but it regards them as the appurtenances of the government, and thus, has severely hindered the development of the organizations. Nonetheless, the booming of social organizations is an irresistible trend at present, which implies that the existing system should no longer applies to the status quo and needs improving. Therefore, the government has promptly transformed the system and promoted decentralization step by step aiming to absorb the social organizations into the state system.A series of policies and provisions specified the reform in the registration system of social organizations and stipulated that four types of organizations can be directly registered. Undoubtedly, the reform will impact relevant organizations. To be more specific, it will break the power structures under the existing Dual Licensing Registration System. As well as formulate new power structures under the direct registration system through the interaction game.Therefore, based on the reform, this paper is designed for two purposes. One is to predict the transformation of power structure under the Direct Licensing Registration System and the potential structure that might be brought into existence. The other is to verify the prediction through policy documents and organizations’ movements at various levels since the commencement of the reform. The research objects involve the community administration departments, the association for science and technology, affiliated societies, attached institutions and the science and technology Party committees. Moreover, in order to achieve the research goals, the author has chosen Corporatism as the theoretical framework and the state-society relationship analysis as the methodology.
