Promoting the modernization of national governance system and governance capacity is a major strategic plan put forward by the Central Committee of the Communist Party of China after the 18 th National Congress.It is also an important measure to transform the advantage of socialism with Chinese characteristics into governance advantages and ruling advantages.Improving the management system of social organization and improving the efficiency of social organization management is the important content and key link of the modernization of the national governance system and the governance ability.Therefore,from a macro perspective,research on social organization management system is mainly to solve two problems: one is to clarify the logical relationship between the government and the reality of social organization in theory,solve the problem of effective government regulation and management of social organizations;the other is to explore the logic of social organization’s development from the view of history,to solve the social the organization and management of the self consistent problem.This paper argues that since the founding of the People’s Republic of China,the transformation of social organization construction and management system in China has gone through four stages of development.It has solved four basic problems and formed a series of important experiences.The first stage is to destroy the old and establish the new(1978-1989).At this stage,the social organization of our country has transformed from the semi feudal and semi capitalist nature to socialism,initially changed from the looseness of management to the standardization and orderliness,and has solved the problem of "serving for whom" in the function of social organization.The second stage is the stage of recovery and development(1978-1989).At this stage,the social organization of our country has actively adapted to the modernization construction and reform and opening practice,gradually get rid of the management system of "ultra-left" approach,restored the vitality of social organization,and has initially solved the social organization "serving what" function problem.The third stage is the stage of rectification and exaltation(1990-2001).At this stage,the management of social organizations and the construction of socialist market economy were advancing simultaneously.The management of social organizations for economic and socialdevelopment was more effective,which solved the problem of the social organizations“how to serve” in promoting the development of socialist market economy.The fourth stage is the stage of reform and perfection(2002 to the present).At this stage,China’s social organizations have actively responded to the Chinese socialism development and the domestic and international situation changes,constantly improved the management mechanism,management efficiency and service efficiency has been greatly improved,solved the problem of how to fit the standardization of national governance scientific problems under the conditions of new era.Through investigating the history of the change of social organization management system and analyzing the experience and lessons of social organization management at home and abroad,this paper holds that there are four difficulties and three challenges in the management system of social organization in China,which are the dilemma of multi management,the dilemma of registration management,the difficulties of restricting competition,the lack of supervision capability;the challenges of social transformation,the challenges of social organization function transformation and the challenges of social governance modernization.Due to the fact that our socialist construction period is not long enough,and we are lack of knowledge and experience in the construction and development of social organizations under socialist conditions.These difficulties and challenges should be considered as problems in the development process.Faced with these difficulties and challenges,this paper holds that we should solve the problem based on using the experience of foreign advanced management and profoundly summarizing the rules of social organization management in China.The specific approach should be: adhere to the leadership of CPC in reforming the management system of social organizations,clarify the responsibilities of the government,transform the responsibility from management to service,promote organizational self-discipline,and make social organizations free from the state of disorder development,strengthen public supervision and build normal supervision system.This is the basic direction of the management system reform of our social organization,and it is also the only way to promote the reform of the management system of social organizations.This paper makes a comprehensive application of literature review,inductive deduction,historical research,empirical research,comparative research and other methods to study.The innovation of this paper lies in: gives a systematic review of thehistory of social organization development for nearly 69 years since the founding of PRC,and for the first time analyzes the evolution of the social organization management system in this period.According to the characteristics of different periods,the four stages of evolution are divided theoretically.This is the latest achievement of the research on the management system of social organizations,and fills the gap of the research in this field to a certain extent.The paper emphatically expounds that in the process of constructing the management system of social organization in the new era;we should strictly control the party and adhere to the leadership of the party to the social organization.We must adhere to the thought on socialism with Chinese characteristics for a new era of Xi Jinping,optimize the political ecosystem of the development of social organizations,improve the modern social organization and management system,and ensure the long-term and healthy development of social organizations.This paper is divided into 5 parts except the introduction part and conclusion part.The first chapter is about the related theory of the reform of the management system of social organization in our country.The author studies the basic theory of social organization management system reform,including the third sector theory,governance theory and Marx’s theory of state society relations,providing guidance for the reform of social organization management system in China.The second chapter focuses on the evolution of the management system of social organization in China.First,according to the characteristics of the development of social organizations in different periods,the author divides the development process of our social organizations into 5 stages: slow development,recovery development,tortuous development,stable development,and accelerated development after the 18 th National Congress.Secondly,the author divides the evolution process into four stages according to the characteristics of the evolution of the social organization management system in China,including the stage of cleaning and rectification in the early days of the founding of the people’s Republic of China,the stage of initial development,the stage of establishment and the stage of improvement and optimization,and summarized the achievements and shortcomings of the development of social organization in each period.Subsequently,the author takes Beijing,Shanghai,Guangdong and Shandong as examples to make an empirical research on the management system of social organizations in China.The third chapter is a systematic analysis of the problems and challenges in the management system of our social organization.The paper points out the difficulties encountered in the management system of social organization in China,including multiple management,registration management,restriction of competition,supervision responsibility and so on.The reasons for these difficulties are manifold,including the lack of ruling consciousness,the lack of social independence,the weakness of social organizations,and the serious impact of multiculturalism.The paper points out the three challenges faced by China’s social management system reform,such as social transformation,the transformation of social organization and government functions,and the modernization of governance system and governance capacity.These three challenges have formed a systematic and comprehensive pressure on the existing social organization and management system in China.The fourth chapter is the international comparison of the management system of social organization.The paper selects some countries whose social organizations are more developed and social organization management systems are more perfect,such as the United States,Germany,Britain and Japan as a typical,trying to learn the advanced achievements of western social organization management system through anatomical methods,as a reference for us to reform the management system of social organization management.This chapter analyses,summarizes and summarizes the management system of social organization in four countries,and explores the important enlightenment of the reform of the management system of social organization in China.The fifth chapter mainly studies the main principles and basic ideas of the management system reform of social organization in China.First,it is pointed out that the reform of the management system of social organization in our country should adhere to the principle of promoting the whole,paying attention to the actual effect,focusing on the future and strengthening the guidance.The second is that the management system reform of social organizations must abide by the principles of separating government administration from commune management,clearly defining rights and responsibilities,self-governing according to the law.Thirdly,we should establish and improve modern social organization and management system including supervision system,support system,cooperation system between government and social organizations,modern governance system and social organization operation system,soas to provide institutional guarantee for long-term stable development of social organizations.Finally,the author puts forward the basic ideas of the reform of the management system of social organization in China.We should take the thought on socialism with Chinese characteristics for a new era of Xi Jinping as the guidance,actively implement the basic strategy of governing the country,especially adhering to the leadership of the party to the social organizations,giving full play to the government’s service function,strengthening the organization’s self-discipline and strengthening the public’s supervision,so as to ensure the clear goal and correct direction of the management system reform of the social organization. |
