Mechanism Of Society’s Reversal Pressure In Administrative Reform

Researchers have different opinions on the topic "whether society is promoting Chinese administrative reform in a bottom-up way" for a long time. Some researchers have positive attitude towards this topic through their normative researches, but most of them still believe that the driving force from administrative system itself is much more powerful than society, and there is almost no empirical research on this issue. This study is to respond to this argument by way of empirical research. From the perspective of public policy process in Chinese administrative reform, this study have proved the existence of a bottom-up policy formation path (public opinionâ†'market mediaâ†'official mediaâ†'public policy) through the method of word frequency distribution analysis. Market media plays the role who summarize the public opinions and express them in this path, and official media absorbs voices of society and market media, and interprets the policies. This study found that the bottom-up policy formation path exists at all levels of Chinese administrative reform.
