Institutional Pressure,Government Capacity And Policy Innovation Diffusion

Innovation is not only the fundamental driving force to promote social progress and development,but also the main theme of research in various fields,and the field of administration is no exception.As a typical new and transitional country,our country is in the stage of unprecedented active policy activities,and many innovative policies have emerged in various fields,but whether these excellent policies can be successfully replicated and popularized throughout the country is a very important question.Scholars at home and abroad have also carried out rich discussions on this issue,studied the influencing factors of policy innovation diffusion,and obtained fruitful research results.Some studies have confirmed that institutional pressure is the diffusion of many policy innovations.Although the existing research has discussed the influence of institutional pressure on the diffusion of policy innovation,the specific mechanism of the two has not yet been studied,which needs to be further explored and explored.And most of the research on the diffusion of policy innovation under the existing institutional pressure is based on the political system of western countries.The conclusions of the research are of limited significance to the practice of policy innovation diffusion in our country,and there are some problems of local adaptability.Therefore,the relevant theories need to be tested and perfected in combination with the specific problems and practical environment of our country,so as to enhance its explanatory power to the practice of our country.As we all know,the government can Force has a vital impact on the whole process of public policy in our country,and as a part of the policy process,the specific diffusion of policy diffusion is bound to be affected by the capacity of local governments.Therefore,this paper puts forward the research model and hypothesis of this paper from a new perspective,based on the relevant theories of institutional pressure and government capacity.In order to verify the hypothesis and research model of this paper and enhance the practicality and practicability of the research conclusions,this paper chooses the method of case study.Specifically,the adoption of the system of"separation of certificates and licenses" by all prefectural municipalities in China from 2016 to 2018 is taken as the object of study,and the mainstream is used.This paper makes an empirical study on the influence of institutional pressure on the diffusion of policy innovation and the mechanism between them.The results show that:(1)forced pressure is positively correlated with the diffusion of local government policy innovation.(2)peer pressure is positively correlated with the diffusion of local government policy innovation.(3)Financial resources play an intermediary role in the relationship between institutional pressure and policy innovation diffusion.(4)Government efficiency plays an intermediary role in the relationship between institutional pressure and policy innovation diffusion.That is to say,it proves that government capacity does play an intermediary role in the relationship between institutional pressure and policy innovation diffusion,and follows the "institutional pressure".The transmission relationship between the ability of the government and the diffusion of policy innovation.Starting from the institutional pressure,this paper discusses its influence on the diffusion of policy innovation,and in this process,integrates the new institutionalism theory into the research in the field of administrative management,which enriches the relevant theoretical research.From a new perspective,by introducing the factor of government capacity,this paper makes a more detailed study on the relationship between institutional pressure and policy innovation diffusion,tries to open the black box of the internal function mechanism of institutional pressure and policy innovation diffusion,clarifies its specific action path,and fills in the blank of research in this field.Through case study and empirical study,the four hypotheses put forward in this study are finally confirmed.At present,the academic community has a view to The research on the influencing factors of policy innovation diffusion has fully confirmed that many factors have an important impact on the process of policy innovation diffusion,but the research on the specific mechanism of policy innovation diffusion is still relatively few.Therefore,the results of this study not only enrich the theoretical research results of policy innovation diffusion,promote the process of theoretical localization,and have certain theoretical significance.It also brings some enlightenment to the practice of policy innovation diffusion in the future,and provides some scientific and reasonable suggestions,which has strong practical significance.
