Research On China's PPP Policy Innovation Diffusion Mechanism

The Ministry of Finance promulgated a nationwide guiding policy on the PPP model in Spet.2014.By the end of 2017,31 provincial-level administrative units in China had adopted the PPP policy,thus opening up cooperation between our government and social capital to provide infrastructure.A new chapter in public services.Compared with the development path based on markets and social mechanisms in foreign countries,the central government's policy drive is the main feature of China's PPP system construction.In other words,the central government publishes policies from top to bottom,and local governments have Responsiveness and promotion and implementation across the country are the main routes for the proliferation of China's PPP policies.This "up and down match" policy adoption and policy implementation not only guided the construction of PPP projects in various regions,but also set off a new wave of PPP policy proliferation.In this context,we must open the "black box" of the policy diffusion process and seriously consider the following important questions: Why are local governments keen to carry out PPP projects and what are their institutional logic? What kind of space-time mechanism does PPP policy follow? What are the influencing factors?This article is based on the policy diffusion theory,takes China PPP policy as the research object,and analyzes the process of local government PPP policy diffusion from the diffusion time and spatial trends,and studies its internal logic and regional diffusion mechanism.First of all,this paper reviews the research on policy diffusion at home and abroad in detail,and concludes a theoretical framework that includes three models that explain the proliferation of public policies,namely the vertical impact model,the horizontal impact model,and the policy conversion model.Based on the "2014-2017 Chinese Provincial Government Adopted PPP Policy Database" as the basis and basis,the diffusion of China's PPP policy was examined from two dimensions.First,throughdescriptive statistics,the time path and regional path of China's PPP policy diffusion are elaborated.Second,using logistic regression analysis,this paper empirically tests the factors and diffusion mechanisms that affect PPP policy diffusion.Finally,according to the status quo and problems of the proliferation of PPP policies in China,we learn from the experience and lessons of previous practices and propose an optimal path for PPP policy diffusion.
