Research On Integrating Public Policy Resources In China

The policy resources are a scarce resource. The importance of policy resources has been confirmed in developed regions. The development and utilization of policy resources become more important. In recent years, some problems are seriously highlighted, such as the unbalanced regional development, unfair of education and health care, difficulties in finding employment and income gap. Facing our current situation, the issues on national programs and people’s livelihood are resolved by not only entire dependence on the market but also the integration of the policy resources. Based on the meaning of public policy resources, the paper divides it to two levels which are development and use. Then, based on the development and utilization status of public policy resources, the paper concludes that there are some problems in the development and utilization of public policy resources. For example, enlargement and appearance, supply imbalances, low level and standard in it. There are many reasons. But the main reasons are the policy is not perfect, the man who control and carry it out lacks quality, and there are too many interests of all parties and so on. According to our country’s status, the paper gets the ideas and measures of the public policy resources. During the development and utilization of public policy resources, the integrations is a necessary part. We should establish a correct view of public policy resources, clean and reorganize public policy resources, pay attention to deep development and utilization of public policy resources; and balance scarce of public resources policy.
