A Study On The Public Policy To Promote The Integrated Development Of Rural Industries In Hebei Province

"The guiding opinions of the State Council on promoting the revitalization of rural industries" clearly points out that "industrial prosperity is an important basis for Rural Revitalization and the premise to solve all problems in rural areas".To promote the integrated development of primary,secondary and tertiary industries is an important way to achieve industrial prosperity.For a long time,rural areas have been providing agricultural products,labor and other resources for the city,and the value of rural areas and agriculture passively meets the needs of urban and industrial development.The focus of rural industry integration development is to establish a close interest connection mechanism among the three major industries in rural areas,to keep the secondary and tertiary industries that have a close relationship with agriculture in rural areas,to leave jobs and value-added income to local farmers.The ultimate goal is to promote agriculture,prosper rural areas and enrich farmers.At present,the development of rural industry integration is still in the exploratory stage.The local government promotes the development of rural industry integration from the perspective of policy-making,which is the key to promote the industrial prosperity and realize the Rural Revitalization.How to better cultivate and strengthen the main body of rural industry integration,innovate the integration development mechanism,and provide a good external environment for the integration development of rural industry.The aim is to create a multi field penetration and deep integration of rural industry integration development pattern,and then provide material protection for rural revitalization,which is an important issue worthy of our attention at present.This paper analyzes the specific problems of the weak integration of rural industries in Hebei Province,and puts forward the corresponding policies for the integration of rural industries,the learning and training and incentive policies for policy executors,the policies for policy target groups to enhance professional knowledge,and the policies for financial capital and talent support in the policy environment.The first part is the introduction.The research background,research significance,research status at home and abroad,research ideas,research content,research methods and innovation are explained.The second part of the article is related concepts and theoretical basis.First of all,it defines the concepts of industrial integration,rural primary,secondary and tertiary industry integration,and public policy.Secondly,it expounds the agricultural multi-function theory,public policy function theory,Smith's public policy implementation model theory and its applicability.The third part of the article is the public policy of Hebei Province to promote the integration and development of rural industry.First of all,it focuses on the analysis of the public policies and classification of promoting the integration of rural industries in Hebei Province.Secondly,from two aspects of economic value and social value,this paper expounds the important significance of Hebei Province rural industry integration development policy.The fourth part of the article is the type and case analysis of rural industry integration development in Hebei Province.First of all,the author classifies the rural industrial integration into three types,namely,the industrial chain extension and integration mode,the function expansion and integration mode,and the advanced technology penetration and integration mode.Secondly,according to the above different models,through the interviews with the corresponding rural industry integration management subjects,this paper analyzes three typical cases of rural industry integration development in Hebei Province.Finally,it summarizes the public policy demands of the main body of rural industry integration in Hebei Province.The fifth part of this paper is an empirical study on the influencing factors of the implementation of rural industrial integration development policy in Hebei Province.Through a questionnaire survey of township cadres in Hebei Province,we can get information about them as policy executors.This part clarifies the criteria of questionnaire design and distribution,and analyzes the results of questionnaire survey to collect the data needed for the study.The sixth part of the article is the effect and problem of Hebei Province rural industry integration development policy.Through the above interview and questionnaire survey,the author obtains the situation of the rural industry integration development policy in Hebei Province,and expounds the effect and problems of the current rural industry integrationdevelopment policy in Hebei Province from four aspects: policy itself,policy implementation agencies,policy target groups,policy environment,etc.The seventh part of the article is the policy reference and suggestions to promote the integration development of rural industry in Hebei Province.First of all,the paper analyzes the rural industry integration development policies of Jiangsu Province and Shanxi Province,and obtains the policy reference for the rural industry integration development of Hebei Province.Secondly,it puts forward the principles that should be followed to optimize the public policy of rural industrial integration development in Hebei Province,including the principle of integrity,the principle of responsiveness,the principle of enforceability and the principle of foresight.Finally,in view of the problems that have been found and analyzed,the paper puts forward the optimization suggestions of public policies to promote the integration and development of rural industries in Hebei Province.The last part of the article is the conclusion,which is the summary of the research and the prospect of the future development of rural industry integration in Hebei Province.The development of rural industry integration needs the government's policy to strengthen the guidance and make continuous efforts.
