In the information age, citizens to participate is an indispensable part in political and social life. Government and public managers must face the situation. Since1990s, The Internet as the main indicator of information and communication technologies, has the rapid development in the world. Public opinion of network is on the rise. Many people pay more and more attention to it. Some public opinion of network even Affect and change the government’s decision-making processes and decision-making results. We want to know that public opinion of network makes what kind of impact on government’s decision-making in order to promote China’s government decision-making scientific.At first, the paper discusses the concept of the public opinion of network in theory. It talks about the main features of the public opinion of network and the content and process of government decision-making. And the paper analyses the positive role of the public opinion of network on government decision-making and effective public supervision. At the same time, the public opinion of network may make the government get the false information, choose the wrong decision-making program and public supervision anomie. We think the main reason of the negative impact is that public opinion of network expression is unbalanced. And it is difficult to distinguish the authenticity of the content. Environment of the expression has yet to be standardized.We hope to adjust the structure of net citizens, improve government officials’professional ability, adjust and control the order of the network society, pay attention to government response in order to reduce negative impact and let public opinion of network expression be orderly and smoothly. It is good for socialist democracy in China.
