| As the fourth media which comes out after the three traditional media such as newspaper, broadcast and television, internet gradually plays a dominant role in the spread of social information by making use of its advantages of flat structure, unlimited time space and anonymous interaction, and becomes the quickest collection and distribution of public information and the most commonly used platform for the people to participate in the management of State affairs. Recently, there are pluralities of group events take place on the internet, such as"escaping cat","southern tiger"and"Xiamen PX"events etc. In these network mass incidents, the emotion, attitude and request which come from the masses through internet become network public opinions, which is the most active and incisive part of social situation and public opinions. It most directly and rapidly reflects the opinion situation and developing trends from the every level of the society. Along with its more and more influence toward the society, its even affects the establishment, modification and perfection of some administrative decisions from government. So the research of the impact on administrative decisions which come from network group events and opinions becomes a new subject.On the basis of research of literature, the first chapter ascertains something below: on the one hand, network group events have one commonality that their occurrence, development and transformation always accompany with internet opinions, on the other hand, network public opinions have variability in the aspect of time and space. So, research influence on administrative decisions from internet opinions in network Mass incidents, which not only get the commonality of the internet opinions in internet group events, but also make us be able to deeply analyse the variability of internet opinions through internet group events. Based on the research of documents, the desirability and deficiency of predecessors'work is analysed which is involved with the definition of connotation and denotation of conception such as network mass incidents, network public opinions, the administrative decision.In the second chapter, firstly, we analyse the development and existence of etwork mass incidents in network mass incidents and the following effects such as"Butterfly Effect","Valve Effect"and"Spiral of Silence Effect". Secondly, we introduce administrative decisions system model and then analyze the subject, object, target, process and environment of the administrative decision system. Thirdly, we discover that the internet opinions in etwork mass incidents act as one element of the object and environment of administrative decisions, according to the system theory, it is certain that the internet opinions in internet group events have some effects on administrative decisions.The third chapter which starts from individual case, takes"Xiamen PX"events for example to analyze the impact from internet opinions on the administrative decisions'target, process, subject, method, quality and efficiency and cause of its formation in the aspects such as former decisions, media interaction and the interaction of virtual reality. Through the comparison and the analysis of the cause of the impacts on administrative decisions that come from"Xiamen PX","escaping cat","southern tiger picture"and"boycotting Carrefour", the fourth chapter concludes that the typicality of the impact on administrative decisions which come from the relevance between network mass opinions in network mass events and the governmental conduct, the intensity of network opinions'attitudes and the concentration of network opinions.Base on the analysis ahead, the fifth chapter concludes some revelations of the impact on administrative decisions which come from network public opinions in network mass incidents, and put forward some solutions for government to respond the internet opinions in network mass incidents, which are in three aspects such as responding subject, content and method. |
