Research On The Phenomenon Of Resurgence Of Danwei

As the "Tentacle of the State", Danwei is one of the emblems of the complex yet exquisite Chinese political society. With the deepning in the reform of Danwei and the transform in the development of society and economy,"Resurgence of Danwei" gradually begin to become the focus of attention as a new political phenomenon. So-called "Resurgence of Danwei", its core meaning is the return and regress of some systems which have the traditional features of Danwei and the functions it takes. For a long time, the academia’s researches for the phenomenon in the "Disintegration of Danwei" come out one after another, but they are short of the attention for the "Resurgence of Danwei" and the comprehensive consideration in the identity system for the extended sector of the state power and the consideration for the conversion requirement of the contract system. The whole theoretical level needs to be improved.This thesis based on the research of the basic problem, proceed from the characteristic "positive resurgence of Danwei" and "negative resurgence of Danwei",and try to build a theoretical framework that analysis the conversion requirement for the extended department of nation’s political power between the identity system and contract system.The basic suppose of the thesis is:It is inevitable for the appearance of "resurgence of Danwei" in the current China, however, with the ongoing advance of Danwei reform,the disappearance of Danwei is also inevitable. The phenomenon of the "resurgence of Danwei" which emerges recently has two level’s feature, and in the same time, it also has the positive function as a flexible space of the transformation and the negative function as the constraints of the conversion.Firstly, the description of the phenomenon and the analyze of the function. In this study, it focuses on four dimensions that the phenomenon of "resurgence of Danwei" appears, and sum up two level’s feature of the resurgence, and then generalize two administrative level’s function that it has.Indicating that we totally can not take the negative attitude for the appearance of the"resurgence of Danwei". In the analyze for the causes, this study give a more systematic analyze for the becoming of the "resurgence of Danwei" from "configuration of resources" and "transformation of function" this two main line:In one main line, the "configuration of resources", three effects affect the formulating of government’s "configuration guide" and they are Institutional factors, policy factors, and cultural factors, they finally bring up the regress of Danwei; In another main line, the "transformation of function", Social connection gap and government’s transfer plight become the bottlenecks for the comprehensive function stripping of Danwei.Secondly, empirical testing and modeling construction. By comparing and analyzing the experience for the practice of social integration in Chinese system of "Danwei" and the experience for some social integrations of other countries when they are in transformation period, this study try to investigate the requirement for the transformation of the extended department in nation’s regime from identity system to contract system and construct three factors’(demands、ability and degree) model to explain the subtle relationship for the transforming between the identity system and the contract system, and try to derive the partial trend between both things and put forward to a hypotheses of damped vibration on the base of three factors’ cyclical effect.Thirdly, policy design and case study。Based on the premise in reform thinking for getting rid of the "quantified preferences" and weakening the "habitual intervention", this study put forward to three designs of policy and they are conversion system、restricted rights、expansion investment:system conversion is for impelling a matrix system and the linking construction of cross-Danwei; limiting rights is for redefining the scope and emphasis of intervention, and based on this two, get the reform job of four basic systems better; extending investment is to get the social security、housing、education and health this four service system more perfect. Finally, this study has chosen a case the "trusteeship center" which has the characteristics of Tianjing and "resurgence", and specifically investigates the operation of the trusteeship center for J group and the problem it has, for doing verificational analysis for some views of this thesis’theoretical research.
