When The Neighborhood Committees Meet The Danwei: Analysis Of Community Governance Effect During The Period Of Transition

Community is the carrier of urban functions. Community management results not only affect urbanization but also impact living standards of life of city dwellers. Nowadays diverse governance bodies are a feature of community management, not only performance in the increase in quantity but also performance in the complex relationship between the governance bodies. Danwei as Chinese characteristics different from the West, relationship between danwei and neighborhood committee has always been the hot topic of academia. In social transformation period, the scholars who hold "institutional assimilation theory" consider that danwei has withdraw from the stage of history,and been replaced by neighborhood committees, the scholars who hold "new traditionalism theory" consider that danwei still play an important role in the social management, danwei support neighborhood be good for community governance effect. In order to prove the theory,and make certain guidance to the reality,the author trying to start from reality by clarifying the role of units and neighborhood relationship,In this paper, the author use the the case study method and comparative study method, select the A, B two communities of Y City as the object of analysis, through comparative analysis found that:community governance effect quality, affected by danwei supports degree on the neighborhood committee. Specifically:First, the higher the pervasion degree, the more material resources neighborhood committee can get from unit. Neighborhood committee can be strengthened by these material resources and community management results are good.Second, the higher the pervasion degree, the more emotional support neighborhood committee can get fro unit. Executive capacities of committee members can be strengthened and community management results are good. Third, the higher the pervasion degree, the easier for people in the community to reach a consensus on "Unit is our home, community is our home". People will project their emotion on unit to community and they would like to participate in community affairs. As a result, management results are good. And vice versa.In this paper, through analyzing the interaction between danwei and neighborhood committee, not only affirm the new traditionalism theory is right but also provides a theoretical reference and practical path for good governance during the period of transition.
