A Research On The Evolution Of The Governance Of Enterprise-type Danwei-community In The Age Of Post-danwei System

Enterprise-type Danwei-community belongs to a special type of urban community,and the governance of enterprise-type Danwei-community showed new changes in the age of post-Danwei system.These new changes increase the complexity of the governance in enterprise-type Danwei-community.Faced with the evolution of governance,how to effectively manage enterprise-type Danwei-community is worth thinking about.Therefore,it is very important to clarify the specific changes in governance structure and governance process of enterprise-type Danwei-community,which is particularly important to achieve effective governance.The theme of this paper is the evolution of the governance of enterprise-type Danwei-community.Selecting Z community in Lanzhou as a case and based on governance theory and community governance theory,this paper constructs the framework of "structure-process",and through the method of interview and observation,this paper analyzes the evolution of the governance of enterprise-type Danwei-community in the age of post-Danwei system.The following conclusions are found through the analysis of the process of governance evolution of Z community in Lanzhou.Enterprise transformed into property managers continuing to play a role in Z community governance,and at the same time it also appeared market-oriented property companies in Z community.The governance structure of Z community has changed,but in essence it still belongs to the traditional community governance structure.The power of governance subjects and governance resources of Z community have undergone some changes and transferred among the subjects.Enterprise can affect the F Street Office and Z neighborhood committee's governance behavior,so it takes an advantage in the interactive process.The way of governance of Z community contains flexible social way of governance besides rigid administrative way of governance.Based on the analysis above,this paper finds that the governance of Z community is changing to cooperative governance under the influence of strong Danwei.In the process of transformation,Z community is facing these problems: governance structure is too single,street office and neighborhood committee are difficult to mobilize the resources of enterprise,enterprise lacks the main sense of governance,and the formation of community public space is slowly.It needs improve from the aspects of the diversified governance subjects,resource sharing platform,residents participation mechanism and social culture of mutual help.The innovation of this paper is to analyze the evolution of enterprise-type Danwei-community from two aspects: the static governance structure and the dynamic governance process.This can fully reflect the enterprise-type Danwei-community governance about the relationship in subjects,governance power and governance resources experienced by the all-round changes in the process.And taking enterprise-type Danwei-community in Northwest China as the research object,this paper comprehensively analyzes the evolution of the governance of the special type community under the age of post-Danwei system.
