Research On The Problem Of Home-based Care Services In Beijing City

In recent years, Chinese elderly social welfare has made significant progress and improvement, but as a vast land, large population of developing countries, China’s elderly social service system, that there are still many shortcomings. Beijing as the country’s most prosperously developed regions, as early as1979had entered the ranks of the aging of the city. According to the Beijing Statistical Yearbook data show that from2008to2012in Beijing, the number of60-year-old and older population were3,005,700,3,157,000,3,310,200,3,477,600,3,673,200, and data showed Beijing’s elderly population are increasing per year, according to forecasts at least150,000old people will become to the object of statistic. Beijing’s current pension service system has been unable to meet the growing demand for home care services and in-depth development of the cause, and finding out a specific depth way to solve the pension problem is imperative.In this paper, under the guidance of the theory of social security, the basic theory of public services, we select home care service issues of Beijing as the research object. Using literature, random interviews, data analysis and other methods to find out problems of home care service in Beijing now, and exploring new ways to improve home care services. In this paper, the basic status of home care services in Beijing was analyzed. On the one hand we affirmed the level of home care services; capital investment was increasingly developed; the ability to improve home care services was raised. While on the other hand, the government investment for home care service agencies in home care service was still too low, home care service agency personnel widely lack of professional training, lack of standardized management. We study the gap of service resources of different home care service agency, thinking misunderstanding of development of home care service agencies. We also deeply analyze the causes made by unreasonable law structure in home care service industry. We take example by advanced methods in Australia, Britain, Japan, and Singapore. This paper summarizes the experience of developed countries on the management of home care services. Considering the actual situation in home care service problems of Beijing, We suggest that to have a greater policy support; Establish and improve home care service monitoring mechanisms; Increase the number of service delivery, to ensure the quality of service provision; broaden the sources of funding of home care services; promote diversification of home care services, humanization development; improve the professional level of home care services; increase Measures for older age groups in-depth investigation. Beijing aims to strengthen the management of home care service agencies, to further regulate the construction and development of home care services, making home care service problem more scientific, standardized and effective, furthermore making the home care service more popular, accessibility, fairness and sustainability, and eventually improving Beijing elderly home care service level.
