Study On Improvement Countermeasures And Current Situations Of Home-based Care For The Aged In Beijing City Community

As China's economic and social developing,the aging population situation is increasingly grim,For the unique problem of aging population and insurmountable limitation of traditional pension system,the whole society turns to focus on how to solve the social pension problem.Based on community resources and local conditions,the community pension system has been pervasively attempted and is becoming an inevitable choice.Therefore,studies on community and home pension system are indispensable to solve practical problem,promote pension system construction and pension service development.Explorations on community pension system have been long conducted in China.For recent years,the government incessantly formulates relevant policies and papers to encourage and guide the community and home pension system.However,the actual effects are not desirable for various reasons.Although Beijing possesses unique city position and abundant social resources,there still exists some severe problems as for the community and home pension system development,such as fund shortage and single fund raising channel,strenuous pension work but rare working staff,severe imbalance between supply and demand and obsolete basic construction.Hence,researches on the cause and solutions shall be conducted to promote pension system construction and pension service development.This dissertation takes the actual effects of the Beijing Community and Home Pension Service Regulation(conducted by Beijing communities)as the research object,adopts research methods such as bibliographic retrieval,field studies,questionnaire survey,statistical analysis and comparative study.The dissertation aims at discovering the existing problem within the development of the Beijing community and home pension development and analyzing the underlying causes through investigation on primary-level community organizations,questionnaire survey distribution of service requirements among senior citizens and statistical analysis for the collection of the survey data.Meanwhile,the dissertation also involves the primary study and comparative analysis on the pension system among different countries such as Britain,America,Australia,Japan and Korea.After the research analysis and reference of the foreign experiences,the dissertation presents the strategy andsuggestion on the further development for Beijing community and home pension service system to promote the sound and consistent development of the community and home pension system.
