Research On Performance Evaluation Of Community Party Building Of Nanguanling Street In Dalian City

Building a new pattern of Unified urban and rural areas grassroots party building was proposed in the report of the17th national congress. After that, the report of the17th national congress clearly stated that party must improve the scientific level of party organization construction, make innovation in the primary party building, and strengthen the party organization power. The grassroots party construction mentioned twice reflects the party and the state’s emphasis on the current grassroots party construction in our country. Community party building, as an important constituent of unified urban and rural areas in the new period of the development of the grass-roots party construction, its importance is self-evident. In recent years, Nuanguanling Street party organization clearly analyses the current complex environment for the development of the party and the governing rules, and properly prepares for community party building work in the new period, has obtained the good result and laid a solid foundation for promoting urban development and community construction.This paper takes the community party building Performance as the research object, employs three research methods such as field research method, comprehensive index evaluation method, the target method, expert consultation method and summarize the existing research and expert advice to build the performance evaluation index system, and then to take community party building performance assessment of Nanguanling Street in Dalian. Evaluation results indicated that the Nanguanling street community party building is in the stage of high performance, but still there are some weaknesses such as imperfect party construction mechanism reform, the lack of security in party construction. The paper mainly consists of four parts:First of all, on the basis of fully.reading related literature about the theory of community party building at home and abroad, this paper summarizes the definition of community party building, importance, basic research object, task and characteristics, and conducts the definition of community party building performance, summarizes the party construction principles, methods and performance evaluation index system, and then get ready for party building performance evaluation system.Secondly, based on my working at Nanguanling Street, this paper deeply analyses Nanguanling street’s basic situation, through the help of the existing grassroots party building performance evaluation indicators, and with the reality of Nanguanling Street, this article constructed performance evaluation index system composed by three elements, seven sub goals and23small indicators, and through the scientific evaluation method to evaluate party construction work of Nanguanling Street over the past year. The result shows that Nanguanling Street’s basic community party construction work is in a state of high performance form the end of2012to the end of2013.Finally, according to the above evaluation results, this article puts forward some countermeasures to improve the performance of community party building measures from three aspects:take encourage as the guidance to strengthen the management of party members; take service as the guidance to strengthen the service consciousness of party member proposing and ability; take strengthening the party as the guidance to integrate resources, strengthen the construction of the party organizations and members of their own.
