It belongs to the nature of non-enterprise units such as civil society, foundation and agency etc. New economic organization is the non-public economic organizations such as foreign invested enterprise, stock limited company, and private enterprise etc. Because these companies have the characteristics of non-public economic organization therefore new economic organization is also known as non-public economic enterprise.With the continuous development of market economy, "Two New" organizations accounted for an increasingly important share of the development of the national economy. It has become an important part of our Party building and it is an important part of building a harmonious society. In reality "Two New" organizations of party construction have many problems and confusion in Party. Explore and build the "New Two" Party evaluation system is a priority to guide and promote "Two New" organizations of party construction work and let it become a Party-building work guideline in the construction of large enterprise environments.This article tends to illustrate the definition and connotation of various concepts and expressions. Besides, through the case analysis of the implementation of the performance evaluation system of CaoHeJing Development Zone’s "Two New" organizations of Party construction work, it explored the meaning of Party-building, factors to be considered, the basic approaches and so on. After studying, it was found that the evaluation criteria are mainly composed of 3 parts:the basic performance indicators, the key performance indicators and the core performance indicators. Furthermore, the new evaluation system effectively solved the inefficiency, inaccuracy and inadequateness of old one, which greatly enhanced the truthfulness and accuracy of the evaluation.The exploration and construction of the performance evaluation system of "Two New" organizations of Party construction work Building can tackle the practical difficulties, establish the sound impelling-binding mechanisms, create new work models, and improve the efficiency of government public service. Moreover, it can connect the Party-building work with other works by emancipating the mind which effectively improved management skills and enhanced the cohesion of party members.
