Research On The Standardization Of Law Enforcement Of Public Security Organs Under The Background Of Digital Government

In August 2021,the CPC Central Committee and the State Council proposed for the first time in the Implementation Outline for the Construction of a Rule of Law Government(2021-2025).In the context of building a digital rule of law government,the proposition of standardized law enforcement by public security organs has been further extended.In the context of the construction of digital rule of law government,the law enforcement activities of public security organs have naturally become an organic part of digital rule of law government,and the law enforcement case management center,as an important place for law enforcement activities of public security organs,has become an important part of this digital construction.Taking the T Law Enforcement Case Management Center as an example,this paper presents the basic situation and mode of the law enforcement case management center,analyzes the existing problems and their causes,and puts forward relevant countermeasures and suggestions on this basis.The paper believes that the main problems existing in the law enforcement case management center in the context of the construction of digital rule of law government at this stage are: low level of coordination,emphasis on technical means over administrative governance,low level of data application,and unsuitable law enforcement subjects.The causes of these problems are mainly summarized as: the concept of institutional innovation is lagging behind,the concept of digital governance is insufficient,data resources are not valued,and the form of education and training is boring.In view of the above problems and their causes,this paper puts forward relevant suggestions for the standardization of law enforcement by public security organs under the background of digital rule of law government,including relevant countermeasures for the construction of law enforcement case management centers: Strengthen the top-level design of public security organs,promote the integration of technology and the rule of law in law enforcement activities,orderly open and share data resources,and build a high-quality professional law enforcement team.Through the above research,it provides a certain reference for local public security organs to combine the concept of digital rule of law government construction to promote the standardization of public security law enforcement and improve the law enforcement management process of law enforcement case management centers.
