Research On Standardization Of Law Enforcement Cases In Grassroots Public Security Organs

The law enforcement case is a special area for grassroots public security organs to conduct law enforcement activities such as personal safety inspection,information collection,interrogation,inquiry,and temporary custody in the process of handling administrative cases and criminal cases in accordance with the law.There are law enforcement cases in the area.The purpose of setting up a law enforcement case is to standardize the law enforcement behavior of public security organs,improve the efficiency of law enforcement,realize the "supervision" of the objective process of law enforcement personnel,reflect the seriousness of law enforcement cases handled by public security organs,protect the human rights of citizens,and make "strict,fair,and standardized The concept of law enforcement of "civilization" is implemented in all aspects of law enforcement activities,realizing justice in a visible way,thereby enhancing the sense of identity and satisfaction of the people.Standardizing the construction of law enforcement and handling cases at the grassroots public security organs is an important measure to promote the standardization of public security law enforcement.The law enforcement practice in recent years proves that the law enforcement problems of public security organs mostly occur at the grassroots level,and the focus of public opinion is mostly the law enforcement irregularities of the law enforcement and handling places of the police station.In this regard,the Ministry of Public Security has proposed to regulate the construction of law enforcement and handling cases.Local public security organs have responded to the decision-making arrangements of the central government and the Ministry of Public Security,actively carried out upgrading and reform of the site,standardized the law enforcement behavior of the police,and raised the awareness of law enforcement security.However,in the course of practice,some grass-roots public security organs have experienced problems such as chaotic management of property involved in the case,abnormal death of suspects,conflicts and even mass incidents caused by irregular law enforcement by the grass-roots public security organs,which seriously damaged the public security organs.Image and law enforcement credibility.This paper takes the problems existing by the grass-roots public security organs in the process of standardization construction of law enforcement cases as the research object.Taking the police station under the jurisdiction of the X County Public Security Bureau in a southwestern province as an example,firstly,it introduces the nature and function of the law enforcement places of grassroots public security organs from the macro level.To clarify the significance of the standardized construction of law enforcement cases.Secondly,it specifically summarizes the practical problems in the establishment,use and management of the law enforcement and handling places of the police station in the X County Public Security Bureau.The author conducts investigations through interviews with law enforcement targets,police investigators,and social masses,and conducts research from the perspective of law enforcement.Thinking and observing,it is believed that the lack of relatively uniform standards for law enforcement at the grassroots level,the lack of regular use of facilities and equipment by law enforcement personnel in law enforcement places,and the insufficient frequency of education and training to regulate law enforcement,and the inadequate supervision of law enforcement cases are the main causes of the above problems.Finally,the author draws on the law enforcement concept of advanced areas,combined with years of law enforcement practice,proposes targeted solutions to law enforcement cases,in order to attract attention to the issue of the site through this article,and promote the standardization of the site.
