The unconditional emergency incident refers to a kind of events which happens in a sudden and unpredictable, besides it often cause serious property damage and casualties. In order to guarantee the effectiveness of the rescue, it’s a must to make timely emergency response risk decision and decide a reasonable aid path. So how to develop a set of complete emergency rescue management system is the problem to be solved. In recent years, unconditional emergency management system made a great progress in our country, however there’s still a lot of disadvantages to be improve. Facing to the efficiency of emergency message lag during the accident, and to the difficulties in solving the sudden incident problems with the traditional model-‘prediction and response’, besides, how to keep the decision makers’ subjectivity and how to choose the perfect emergency route, all the issues above are the difficulties to tackle. In order to develop a set of emergency response and rescue decision-making system, it’s better to combine the emergency rescue response with the path optimization analysis part. With the complete system, it will help the decision makers choose the best rescue plan to make sure the sufferers could be treated in the best time and the relief supplies could be transported to the accident spot in time.According to the paper, the emergency response and rescue decision-making system could be made up by two parts, the emergency response risk decision and the emergency rescue path optimization decision.The emergency response risk decision is the first part to be considered, it is made up of two pieces, including the emergency analysis and the decision process after the analysis. During the analysis pieces, it will reproduce the accident scenarios under the emergency response model, called ’scenery and response’. After that, it will push for the situational inference performance conforms to the incident in the development of future scenarios. Based on the determined scenarios, it comes to the second piece. It’s time for the decision makers to choose the best emergency plan in line with the expectations. The decision making process is applied the prospect theory to help the decision maker choose a reasonable plan.When it comes to the rescue path optimization decision part, the article research based on real-time/time-varying traffic information under the condition of saving more unconditional emergency relief supplies distribution route optimization problem. In order to achieve the purpose of solving the shortest circuit, the article applied the improved genetic algorithm for dynamic path adjustment. It realized the dynamic emergency relief supplies path optimization, and provided accurate, timely and visualized rescue plan, and improved the whole effectiveness of relief activities.The article study focus on a problem which is urgent to solve in the field of emergency decision nowadays. By developing a set of greater emergency response and rescue decision-making system to help the decision makers choose a better plan which is in line with expectations perfectly. The system helps to improve aid effectiveness. Besides, it also helps widen the vision and offer a strong theoretical support in coping with the unconventional emergencies. In one word, the study has certain practical value and promoting significance.
