Research On The Construction Of A Harmonious Community Of Shahekou District, Dalian

So many social issues are appearing accordingly with our rapid economy development. For example, employment issue, issue of supporting service for the old, unfair allocation, issu e of social security and so on, all these problems are the hot topics that we are paying close att ention to. It’s really urgent to establish a harmonious society with democracy and legal syste m, justice, honesty and friendliness, more dynamic, stability and order base on resolving the t wo problems of coordinating all interests relationship and settling social contradiction and con flict effectively. The community as important site for people’s daily activity is the gathering s pot of various social groups also the crossing of various interests relationship and assembly ar ea of all social contradiction. It’s imperative to set up harmonious society in order to establish harmonious society.This paper, adopting the method combining with the literature research, investigation research and case analysis, designs the questionnaire for the construction status of the harmonious communities in Shahekou District; carries out questionnaire design and variables measurement for the community workers and residents; carries out descriptive statistics for the situation of the test samples, and carries out reliability test for the questionnaires of the community workers and residents.First of all, this paper proposes the countermeasures and suggestions of the construction of the harmonious communities in Shahekou District starting from the basic situation, development process, achievements and problems of their construction. Firstly, in terms of improving the standardized mode of the community construction in Shahekou District, this paper proposes to promote standardized construction of the communities in Shahekou District, and standardizes the hardware supporting construction and software supporting construction of the communities, of which the software construction has proposed to enhance the livable environment for the residents in Shahekou communities; play a mediating role of the community residents; create harmonious neighborhood; carry out community safety production, and strengthen the community cultural construction and the construction of civilized behavior of the community residents. Secondly, in terms of strengthening the construction of community democratic management system, this paper proposes to establish and improve the community organizations; strengthen the democracy of community organizational management, and enhance the enthusiasm of the community residents participating in the democratic management. Thirdly, in terms of strengthening the guidance of social organization in the community function services, this paper proposes to establish and improve the community social organization and management mechanism; improve community non-profit social organizations and projects; develop community intermediary organizations, and enhance the level of intermediary services; for instance, timely help the vulnerable groups in the communities; increase efforts to protect special groups; promote entrepreneurship and employment of the community residents; enhance the community volunteer service, and put forth effort to enhance marriage and funeral culture into community services. Fourthly, in terms of strengthening the construction of community worker team, this paper proposes to strengthen the construction of grass-root party organization; improve the community cadre team; establish community worker recruitment examination system; improve community worker management and evaluation mechanism; improve the wages and benefits of the community workers, and organize the professional skills training for the community workers.
