Prison is one of essential departments for a country、Since our country has established, prisons have been playing important role of country’s construction While with the further social development, the present quality of prison management could not be satisfied with society and public、These problems which have been exposure on network, such as unfair law-enforcement, prisoner escaping, cases within the prisons, show that prisons are insufficient in fixed position of function, management ideas, working mechanism, management methods, and so on、Thus, to resolve the above issues, basing on definition of the relationship of prisons and society on a public management scale, the function and fixed position of prisons in society were reviewed firstly in this paper, by searching references, comparing analyze and practical cases analyze. Then applying with Total Quality Management(TQM) theories, the produces, customers, main bodies, objects, methods and working patterns were investigated, and comparing with the currently prisons working system, the existing problems were revealed as well、Furthermore, the channels of improving prisons management quality were studied, by using overall quality management theories, carrying out the ideas of all-round, all-process, all-participation、So basing on the theoretic opinion of new public management and technology of entire quality management, the scientific property, practicability and operation step were discussed; the system of prisons management target, ideas, resources application, mechanisms and methods, was constructed; the continue improving mechanism was formed, in which prisons management quality was evaluated by degree of satisfaction of costumers, working quality of policemen was judged by management, control and elimination of hidden dangers、 Finally, some practical cases applied by establishing ISO9000quality management system in XX prison of X province were investigated and discussed、...
