As a public occupation,the social role of prison police is decided by the properties,tasks,characters and other facors of prison work.In China,prison police's orientation,mission,responsibility and limits of authority have changed accordingly by the social development.The external environment,internal conditions,and judicial objects of the prison law enforcement have undergone profound changes.Many new situations,trends,problems appear in prison management.As the main body of punishment and transformation of criminals,the prison police set a variety of social roles in one such as "punishment executor","prison supervisor","legal rights defender","factory and famer manager".In Chinese judicial system,"the primary standard" of prison management objective requires that "the education transformer" are listed as another social role for prison police under the new and increasingly prominent situation,whose positioning has become a necessary requirement for the supervision and transformation for all prison police.So as the special public management team workers,prison police are really carry out multi-social roles.It's very important and significative for how to do the performance evaluation and effective stimulation.And in order to put this topic into practice,we need do more research to explore new management ideas,use public management theory to design a set of scientific,reasonable,effective solution which is easy to carry out,well-directed,and reproducible.Prison management is very sensitive and public media pay close attention to it nowadays.For prison police,working environment is not open and criminal difference is more and more strong then before.The job responsibilities,pressure,intensity,challenges and even risks are growing up.Some of prison police can't really accept self occupation even to doubt it.So there is a big gap for improving to enhance subjective initiative and working initiative.To consummate prison police Performance Management System(PMS)and Integrated Stimulation Solution(ISS)is the big issue for organization and HR in prison.This treatise is aimed at analyzing the difficult and block points of PMS&ISS for prison police through carding the PMS&WSS detailed measures,experience and effect of Yixin Prison in Jiangsu province,evaluating it's innovation and shortcomings objectively,then summarizing and abstracting fresh scientific,reasonable and effective PMS&ISS for prison police based on multi-roles orientation.This is of great significance to promote this special public management group to achieve responsibility optimization,assessment of quantification,encouragement,to improve self-identity and public recognition,and to stimulate the vitality of the group to improve the effectiveness of judicial management.At the same time,it also has some reference significance and application value for the prison management in Jiangsu Province and in China,and even for overseas.
