Military academies with the aim of cultivating army officers, focus education on fundamental military qualities, which is their distinct characteristic from other academies. With the advent of the new military reform, modern battlefields are making a higher demand for fundamental military qualities. In order to better modernize the management of fundamental military education, fundamental military education is required to keep pace with the times and consistently absorb advanced management concepts. There still exists a certain gap between our management of fundamental military education and that of the developed countries. Based on an analysis of the situation of our management of fundamental military education, this paper applies the concept of complete quality management to the management of fundamental military education, studies the basic frameworks, process modes and evaluation models of its management mode, and conducts an experiment on two cadet companies before it comes to the conclusions.This paper’s major research findings include:First, this paper describes the development of fundamental military education both at home and abroad, and points out the gap between our management of fundamental military qualities and that of the developed countries; it gives an introduction of the concept of the complete quality management; it analyzes the characteristics and developmental requirements of fundamental military education, and brings up the necessity of applying complete quality management to fundamental military education.Second, this paper introduces the basic idea of applying the concept of complete quality management to fundamental military education, and establishes the basic framework to apply complete quality management to fundamental military education. It then constructs the process models of fundamental military education.Last but not least, this paper studies and then establishes the assessment mode to apply complete quality management to the management of fundamental military education. It constructs the assessment model of AHP hierarchical analysis based on the content of the assessment. This paper conducts an experimental research for applying complete quality management concept to the management of fundamental military education. It analyzes the effects of the management of two cadet companies through observations, tests of fundamental military qualities and questionnaires on the cadets’feedback on fundamental military courses. Through solid statistics, this paper proves that the application of the concept of complete quality management to fundamental military education noticeably improves the fundamental military qualities of cadets.
