The Research On Public Principal Function In City Governance Of China

City governance lays stress on public participation, that means city government needsto bring the public into city governance and admits their principal status as well as exertstheir principal function. The result of city governance can be decided directly by theprincipal function exerted by the public. With the level of public material life gettingimproved, their sense of political participation is also increasing. As the most directbeneficiary of city governance, the public participation can make great sense for ensuringthe scientificity of government’s policy, promoting social harmonious development andpropelling democratization in China.Our country’s city economy and city construction has gained constant development,and traditional city management mode can not handle new problems and new challengesthat continuously come from city management. It needs to urgently turn to modern citygovernance mode which stresses on public participation. Public participating in citygovernance is the important content of our country’s construction of socialist democraticpolitics, the effective way to realize the maximization of public benefits, and also the basicassurance of giving consideration to equity and efficiency. To lay stress on public principalfunction means more rights and greater effect in city governance.This article takes the public principal function of our country as the research object,which makes analysis of the present situation of the public paticipation in city governanceand concludes that there are some problems in exerting the public principal function incity governance of China, such as low passion for participation, low level of participation,narrow way of participation, lack of suport of legal system and so on. The governmentmust give public participation institutional guarantee from the legal level in order toeffectively exert the public principal function, cultivate good political participationenvironment and improve the public participation abilities, build correct idea of citygovernance and improve actual effect of public participation. To further expand publicparticipation channels, and allow the public principal function into full play for promotingthe city governance to be scientific and democratic.
