A Study On The Participation In Community Governance Of Urban New Immigrants ——Taking The J Public Rental Housing Project In Suzhou City As An Example

The Fourth Plenary Session of the 19 th Central Committee proposed that it is important to establish a social-governance community where every citizen takes responsibility for the society and of which community governance is an essential part.Meanwhile,the rapid development of the economy and the advancement of new urbanization results in increased mobility of our society and many floating populations have appeared in urban communities.These floating populations are the owners as well as the important subjects in community governance while the identity of tenants has a weak sense of participation,leading to unsatisfactory participation in community governance,which seriously hinders the construction of a community of grassroots social governance.Therefore,promoting the participation of floating population in community governance is an inevitable content of building a community governance community in the current Chinese context.The public rental housing community has become an important community form in Suzhou since the construction and use of public rental housing.Take J Community in Suzhou City as an example,the overall personnel composition in the public rental housing community is a floating population.Promoting the participation of migrant groups in community governance,especially the backbone of migrant youths,and realizing the institutionalized participation of migrant groups are the current focus and difficulty of J community governance.This article uses case analysis method and selects Suzhou J community as a case,participatory observation method,interview method and questionnaire survey method are applied to deeply explores the status quo of migrant youth participation in Suzhou J community as well as the existence of migrant youth in participating in community governance and subsequently analyze the problems.Finally,specific countermeasures and suggestions to promote the participation of migrant youth are put forward,and the practical results are applied to the same type of public rental housing community.Through field research,it is found that new urban immigrants are in the stage of false participation in J public rental community governance.Combined with the theoretical tools of citizen participation ladder theory,through J public rental housing project,from the three progressive forms of participation ladder: passive,cooperative and spontaneous,by analyzing its characteristics,this paper explores the action strategies of the passive in each stage,improves the participation consciousness,changes the participation role and improves the participation level of new urban immigrants.
