Research On The Reform Of China’s Household Registration System

Household registration is a kind of statistics and management method which isused to figure up basic national population information. The system is prevalent allover the world, but there are some differences in functions among some countries,our country is one of a few countries which carry out such system that limits the freepopulation migration.Household registration system in China is a kind of system which involvespopulation and social management with the evolvement of social structure. Thecurrent system has the some basic functions, such as household registration, socialmanagement, and social welfare allocation. With the implementation of economictransformation and new urbanization|strategy, the transformation of the householdregistration system has been accepted by various circles of society. In terms withour country, the core part of the system lies in peeling off all kinds of benefits andrights attached the household registration system and deducting and graduallycanceling the administrative limits to population free migration, thereby,household registration system will renew to its original functions, that is,populationinformation registration and management.Since the founding of New China, the evolution of our Household registrationsystem experienced three periods: The primary stage （from1949to1958）,development stage（from1959to1977） and exploration stage（from1978to2014）.The household registration system was formed in the certain period in China’shistory, so there are some significant detects:such as, the very differences betweenurban and rural area, influencing the reasonable movement of population,notfulfilling the equalization of basic public service, and going against China’s “equalright principle.Since the1980s, our government began to research the transformationof household registration system, such as in Shanghai, Zhengzhou, Chengdu and Chongqing etc. the result is that no final transformation act was adopted except a littlesuccessful transformation in certain field.Speaking from this angle,the kind oftransformation existed a lot of problems, such as, being lack of law andregulation,influencing the urbanization,hurting farmer’s land rights and interests, etc.In order to fulfill the transformation of Household registration system, inJuly,2014, our State council issued and implemented a policy on the Implementationof Household Registration System, which offered the suggestions for localgovernments. New system is a kind of adjustment of household management,whichtook everything into consideration. After the implementation of the policy, ourgovernment offered some regulations.Generally Speaking, the new system isbetter,whatever, from the new angle,such as the whole transformation design andthe details, there are still some problems, that is, limits and harmony of the policy andfinancial problems.
