On The Reform Of The Household Registration System And The Equalization Of City's Public Resources

The demand for the reform of the household registration system in China is increasing these years. Although it has made certain achievements after some cities started the reform all over the country, it still remains unfair and unequal. Complete reform of the household registration system is not only urgently required by the development of economy, but also the key of improving the fairness of the society.This article analyzes the development and its difficulties of the household registration system since the found of China, and seeks the way to achieve the reform of household registration system and the equilibration of public resource, relating with the experiments and experience of the reform of household registration system in cities these years. It points out that, the major problem of the reform dues to a series of difficulties resulted from the bottleneck effect of distribution of public resources. Therefore, it is pressing to reform. The article considers impossible to lift the control of household registration system in a short period based on the current situation and experience, instead, considers reforming the household registration system gradually and starting the reform of distribution system of public resource. From the view of national strategies, it should choose the path of diversified cities and remove gradually the difference of residency. Meanwhile, because of the particularity of reform of household registration system and a number of disadvantages existing for a long time, the article emphasizes the necessity of reforming the distribution of public resources. It suggests moving forward the reform of education policy, social security policy, employment policy and housing policy as well as accelerating the sharing and construction of infrastructural facilities, resources and environment, culture and information, in order to build up the distribution of public resources fitted with the household registration system.
