From the Third Plenary Session on, the deepening of reform and opening up andurbanization brought rapid development of economy and urban, brought sharpincrease of migrant people, and brought the compulsory education issue of themigrant children as well. There are so many migrant people anxious about theirchildren’s education. Similar to the high wall, the existing household registrationsystem restricts the migrant children to have equal opportunity for education. Theexisting household registration system bases on the Household RegistrationOrdinance passed in1958, and we can classify it by two classificat ion, one bysocio-economic eligibility and one by residential location. According tosocio-economic eligibility, the household registration can be categorized agriculturaland non-agricultural household, and according to residential location, the householdregistration can be categorized local and non-local household. Therefore, there arefour types of household in our country: first, those holding local and non-agriculturalhousehold; second, those holding local and agricultural household; third, thoseholding non-local and non-agricultural household; and finally, those holding non-localand agricultural household. And among the four types of household, those holdingnon-local and agricultural household are the most problematic community, and theyare also the principal object of this study.The Compulsory Education Law of the People’s Republic of China prescribesthat the local people’s governments at all levels shall ensure that school-age childrenand adolescents are enrolled in the schools near the perma nent residences of theschool-age children and adolescents, what makes a binding relationship between thehousehold and education. Because of the restriction of household, the migrantchildren couldn’t enter the schools as well as the local-urban children and there existsserious phenomenon of overage entrance; they couldn’t enjoy equal educationalresources and treatment; and they couldn’t enter a higher school to continue theirstudy as well. In this article, I will start with the above phenomenon from the verypoint of view of household registration, and then explore the relationship between current household registration system and compulsory education equity of migrantchildren, analyze the restriction of the household registration on the education equityof migrant children, and put forward some relevant countermeasures finally. Thisarticle integrates the knowledge about pedagogy and psychology while demonstrating,what makes the article more specific and adequate.The State Council promulgated the suggestions on further promoting the reformof household registration system in July last year, this document stipulated a unifiedurban and rural household registration system, it struck the traditional system and it’salso an important signal of the reform of household registration system, but thewelfare attached to the household registration haven’t be reformed, the householdregistration if still the main obstacle for the migrant children to enter the schoolsequally. If we want to promote the education equityof migrant children indeed, it’s farfrom enough to reform at the national level, the issue of migrant children’s educationneed attention from the whole society each element should be interactive while thestate is reforming, so that we can reduce the educational gap between the migrantchildren and urban children, in case the migrant children turn into a new generationalof peasant-workers.
