In the current context of multi-ethnic countries, because of different ethnic group’s identity and different status, the result is also different. How to treat minority rights, how to come true multicultural coexistence, and what value guidance and system construction should have, all these questions are my paper’s content. Joseph·H·Carens argue that liberal democratic principle is often compatible with and may even require recognition and support of different cultures and identities, and justice play an important role in the process of multicultural coexistence. In this paper, I want to illuminate under the justice value of multicultural coexistence, adopt a more broader communitarian method, in framework of liberalism and the value of justice, and discuss how to achieve harmony in cultural diversity.First chapter, Carens analyzes the different cultural groups under the multiculturalism, and we can reach a conclusion that Carens’s theory is already beyond traditional liberalism. Through making modern adjustment to liberalism, Carens insists that the basic principle of liberalism can be compatible with culture rights of different groups, meanwhile, a theory of multiculturalism can be, and should be based on certain principles of liberalism. Therefore, Carens puts forward that multiculturalism is within the framework of liberalism. Individual rights and minority rights, citizenship and ethnic identity, ethnic identity and national identity, all can be harmonious coexist within political integration in the sense of liberalism.In second chapter, different from Rawls’s justice, Carens suggests the value of justice, which pay more attention to consider the rights of minority groups. In other words, Carens focus on situational and complexity of moral principle, clear that we should take culture and contextual factors of different groups into account. Meanwhile, when it comes to value judgment among different groups, consider inner different. That is to say, Carens believes the justice as evenhandedness is more appropriate.The paper discuss the relationship between justice as evenhandedness and fairness, meanwhile, the paper also include the relationship between multiculture and evenhandedness. Then, Carens put forward some problems in the process of multicultural coexistence.In third part, Carens thinks that justice must be based on judgment and reflection of real life. Applied to real life, Carens discusses some special groups, like Quebec immigration, Canadian Aboriginal self-government, non-liberal Muslim minorities, which work out several judgment and reflection. Combining the values and systems, Carens shows us that multiculture can coexist perfectly under the value of justice as evenhandedness. What’s more, it promotes the genuine equal treatment to different groups and achieves political integration.At last, I want to clear that under the justice value of multicultural coexistence have some new ideas, meanwhile, the theory give us enlightenment.
