| With the development of our country ’s economy and society，people’s livingstandards continue to improve,which leads to our country residents ’ widening gapbetween rich and poor for a variety of political, economic and social reasons at the sametime. Especially with the accelerating of urbanisation, the population to the cityagglomerates, all of which leads to the spreading of poverty in cities. So solving theproblems of poverty in cities has become an important research topic. The socialassistance system is the "basic" system in China’s social security system, and it relatesto the basic needs of poverty residents, and plays an important role in the safety net, andis a strong foundation of the construction of the harmonious society. It appearsespecially important to do in-depth research for the diversification of the main body ofsocial assistance system to involve in the city poverty relief and coordination inassistance to jointly promote the city poverty reduction.In this study, we use the welfare pluralism theory as the research angle of view, andthe essence of this theory is that the western welfare states provide diversification in thewelfare system reform of the welfare, in the process of welfare provision we emphasizethe balance and stability of the interactive relationship between the main bodies. Usingthis theoretical perspective to research the plural subjects’ participation and cooperationin the social assistance of the city is an useful attempt on the theory innovation. As themain body to provide social assistance in China, the government has long beenshouldering the important responsibility, with tremendous social and financial pressure.But the playing of the main role is still not perfect, under the socialist market economysystem, the role of the market can not be ignored, so, enterprises and the third sectors inthe field of social assistance function also become more and more important. Anothermain body is the family, which is the recipient of social assistance, from another level isrescue party of social assistance, and family member’s power can help poor individualsout of psychological and living hardships. This paper mainly uses the literature analysismethod and comparative analysis method to study the problems and solutions of multisubject ’ cooperation in social assistance in our country. At present, in the diversifiedsubjects’ participation and cooperation, it is easy to see that the unbalance ofparticipation does not adapt to the development of our country, duty offside and absence appears in frequency, the distribution of resources is uneven, so all of these affect thebalance and stability of the main bodies’ coordination, and directly affect the effect ofsocial assistance.Factors causing these problems are various, including that the slowlydeveloping of Civil society, the lack of legislation and economic incentives. Therefore,based on the analysis of the experience subject’ participation and collaboration indeveloped countries and regions, we put forward specific measures to suit our country’smain body of social assistance to cooperate. We need to establish the nationalphilosophy of subjects’ participation and collaboration in social assistance, and fromthe perspective of the state, to establish perfect legal laws and regulations in socialassistance, promote the implementation of multi subjects’ cooperation, we also have toestablish the mechanism of cooperation, motivation and supervision, to promoteall-round development of social assistance in Chinese city. In this paper, the largesttheoretical innovation is that in the guidance of welfare pluralism theory, the research ofmulti subjects’ participation and cooperation in the social assistance of the city moreemphases on the dynamic balance of each main body’s cooperation, so as to ensure thesmooth conveying of social assistance resources to poverty groups, and can greatlypromote the construction of China’s social strata of unity and harmonious society. |
