With the increase of the domestic economic total,the surplus rural labor to the cities and towns,household registration system and educational policy restrictions make it impossible for them to take their children with them,leaving children behind.Children left behind in rural areas need attention and support from all sides,and the realization and protection of their rights and interests is beyond their own and their families’ ability to realize,which requires the support of all sides of the government and society.Therefore,the child welfare policy should be used as a perspective to deal with and solve the problems of children left behind in rural areas in practice.As the total national economy continues to rise,the surplus labor force in rural areas had moved to the cities and towns,however,the restrictions of the household registration system and education policies make it impossible for them to bring their children alongside,thus creating children left behind.Rural left-behind children need the attention and support of all parties,and the realization and protection of their rights and interests is something they and their families cannot achieve on their own,which requires the support of the government and society.Therefore,it is of great significance to study the social welfare security of rural left-behind children from a new theoretical perspective.Yandu District is located in the outskirts of Yancheng City,urban and rural characteristics are obvious,more children are left behind in rural areas.Drawing on welfare pluralism theory and children’s rights theory,the purpose of this paper is to explore the needs of children left behind in rural Yandu in terms of basic living,health,education,law and security,and discusses the problems faced by the children left behind in the rural areas of Yandu from the perspective of the two theories.Questionnaires and in-depth interviews were used to collect the relevant data and to understand the basic situation of the left-behind children in rural areas of Yandu District,and to comb out the present situation of welfare provision of the left-behind children in rural areas of Yandu.The actual needs of left-behind children living in rural areas in Yandu district;medical and health care,education and counselling,psychological consultation and safety and security are analyzed.The problems of welfare provision are compared,and the main causes of these problems are analyzed from four angles: the government,social organizations,village committees and families.Yandu District is located in the suburban area of Yancheng City,with obvious urban-rural characteristics and a large number of left-behind children in rural areas.Taking Yandu District as the study area,we explored the needs of rural left-behind children in Yandu District in terms of basic living,health,education,law,and safety from the perspective of welfare pluralism theory and children’s rights theory,and explored the problems encountered by rural left-behind children in Yandu District in terms of welfare provision from the perspective of these two theories.A questionnaire survey and an in-depth interview were used to collect data and information on rural left-behind children in Yandu District,and to analyze the current situation of welfare provision for rural left-behind children in Yandu District.We sorted out the actual needs of rural left-behind children in Yandu District from the aspects of livelihood assistance,medical and health care,education and counseling,psychological counseling,and safety and security.Furthermore,we compared the supply situations and existing problems of welfare provision system,and analyzed the main reasons for these problems from four perspectives: government,social organizations,village committees,and families.Based on the above theoretical analyses and the conclusions of the field visit,some suggestions are put forward to improve the welfare provision system for rural left-behind children in Yandu district.First of all,we will improve the welfare supply system for rural left-behind children;The second is to improve the professional level of welfare provision for rural children left behind.Third,to bring into play the role of the grass-roots level in the welfare provision of the bridge link;Fourth,the implementation of rural children left behind the issue of the main responsibility of the family.Based on the theoretical analyses and the findings of the fieldwork,we proposed the following suggestions to improve the welfare provision for rural children left behind in Yandu District: first,to improve the system of welfare provision for rural children left behind;second,to improve the professional level of welfare provision for rural children left behind;third,to play the role of a bridge in welfare provision at the grassroots level;and fourth,to implement the main responsibility of families for the problem of rural children left behind.
